Research On Participation Of Tibetan Social Organizations In Government Purchase Of Public Services

With China’s economic development,people’s needs for public services are increasingly diversified.At the same time,based on the need to encourage the transformation of government functions and the increasingly mature development of social organizations,the Chinese government is constantly exploring and improving the implementation path of social organizations participating in government purchase of public services.At present,the willingness and enthusiasm of social organizations in Tibet to participate in the government’s purchase of public services have increased to a large extent.For example,some social organizations have played an active role in Party building,fighting against the epidemic,vocational skills training,environmental protection,and targeted poverty alleviation.At the same time,Tibet is facing the pressure of government function transformation and public institution reform,and social organizations’ participation in government purchase of public services is the key to government transformation and public institution reform.In addition,the Tibetan people demand for public services also showed a trend of increasing,the Tibetan people are not satisfied with the government to provide basic public services such as pension insurance,medical insurance,people’s demand for services to the rising number of species and the government is in the function transformation,can not fully meet the diversified demand the contradiction between the increasingly prominent,and also provides social organizations to participate in government purchase of public services with mass base.The author use project research and the research method of combining literature research,the theory of market failure,government failure theory,governance theory Angle of view,under the guidance of social organization based on Tibet central fiscal support social organizations to participate in social services,the Tibetan social organization and the project basic situation,found that Tibetan social organizations to participate in government purchase of public services to present social organizations to participate in government purchase services will strongly,the public service supply pressure,rising public service demand,diverse social organization funding sources.Although the continuous development of social organizations in the Tibet to undertake the ability of government purchase services continue to improve,but the Tibetan social organizations in their own development and in the process of participating in government purchasing services also appeared some problems,mainly reflected in the slow development of Tibetan social organization structure is not balanced,undertake service ability is weak,lack of human resources and information platform is not sound,at the same time,the functions of the government has not yet completely transformation also for the government to purchase services has brought certain obstacles.The reasons for these problems lie in the special environmental factors in Tibet,the government has not yet completed the transformation of its functions,and the insufficient self-construction of social organizations.In order to improve the ability in Tibetan society organizations to participate in social services,combining the reality of Tibet,this paper respectively from the perspective of social organization as a service provider,the government as a purchaser’s point of view,and the establishment of cooperation mechanism in the process of purchasing service both three Angle analysis are summarized to promote Tibetan social organizations to participate in government purchasing service countermeasures and Suggestions.From the perspective of social organization,we should develop the hub social organization in Tibet.Establish social organization "incubator";We will strengthen the training of human resources for social organizations.From the perspective of the government,the scope of government purchase of public services should be clearly defined.We will improve the government’s evaluation and reward and punishment mechanisms.From the perspective of their cooperation mechanism,we should establish a participatory linkage mechanism.Establish a long-term cooperation mechanism.
