The Study Based On The Local Government Purchases Public Service Provided By Social Organization

As the quickly development of economic society,government which is the providing subject of public service is fairly difficult to match the public increasing demand for diversified services demand.The object of social organization is not profit,furthermore they have professional advantage,so it have increasing importance in the field of public service production.In this context,the State Council issued the Guidance on the Government to Purchase Services to Social Forces in step,2013,which is useful to promote the rapid development of government procurement of public services of social organizations.Local government is the provider of public service,which is also the most important object of government purchase service.It also has great significance for the local government to purchase the public service of social organizations to save the budget of public services,improve the quality of public services,promote the development of social organizations,and meet the needs of public services.Local government procurement of public services of social organization is the object of the paper,using the case analysis method,interview method,taking Zhengzhou city as an example to explore the existing problems of local government purchase of social organizations and countermeasures,which is useful to provide valuable reference in the process of local government purchasing service using right method dealing with the relationship between the government and social organizations and optimizing the government purchase system.First,this paper introduces the background and significance of the research,based on the literature review at domestic and abroad,put forward the research ideas of the paper.Then this paper analyzes theoretical basis of the government purchases service the reasons of local government purchases services of social organization,and explores the development process of our government’s purchase of public service,which has experienced the initial exploration,the gradual expansion and rapid development stage.Then this paper introduces the present situation and the success of the Zhengzhou municipal government buying the social organization of public services,which points out that the process of existing financial budget system is not perfect,imperfect laws and regulations and the performance evaluation and supervision system is not scientific and so on,moreover the paper owns in-depth analysis of the reasons for these problems.Finally,the author puts forward that the government should continue to promote the government to purchase the public service of social organizations by perfecting the fiscal and taxation system and laws and regulations,establishing scientific evaluation and supervision system.
