Problems And Countermeasures Research In Urban Management And Law Enforcement In Wujin District,Changzhou City

In recent years,with the acceleration of urbanization in China,urban management plays an important role in urban construction,operation,management and development.As a means and carrier of urban management,city administrative and law enforcement play a role in legal protection to meet the increasing needs of the people for a better life.Based on the opportunity of comprehensive law enforcement reform of urban management in Wujin district,this thesis expounds the orientation of urban management functions and the ownership of law enforcement authority in law enforcement system reform from the perspective of the rule of law,and clarifies the comprehensive law enforcement reform mode with distinct powers and responsibilities.From the "comprehensive city management" management point of view,differentiate responsibilities between departments,handle the high-level coordination and departmental cooperation.From the perspective of public governance,we will guide the public,society,media and third-party organizations to participate in urban management,and effectively resolve conflicts between law enforcers and law enforcement targets.This paper elaborates from the following six aspects: the first chapter elaborates the writing background and the research status of domestic and foreign scholars on urban management,and obtains the research content and innovation points according to the methodology.Chapter two focuses on the concept and theoretical basis of supporting the administrative law enforcement of urban management:the theory of service-oriented government and comprehensive urban management.The third chapter takes the law enforcement department where the author works as an example to introduce the historical evolution of urban management law enforcement,the organizational setting and the achievements in urban management law enforcement mode,law enforcement level and management effect.Chapter four focuses on the problems existing in the process of law enforcement,such as insufficient law enforcement basis,system failure,insufficient law enforcement force,incomplete comprehensive law enforcement promotion mechanism,and low public participation,and analyzes the causes of the problems.Chapter five enumerates the experience and practice of more advanced areas in urban management,administrative law enforcement and comprehensive law enforcement reform,which provides reference for Wujin district urban management law enforcement.Chapter six puts forward the countermeasures and suggestions for the reform of urban management administrative law enforcement in Wujin district from five aspects of perfecting legislative guidance,innovating system construction,strengthening team construction,exploring public governance and promoting comprehensive law enforcement reform.Finally,on the basis of the summary,the author looks forward to the future of promoting the high-quality development of Wujin district’s urban management and building a high-quality city.
