Research On The Realization Path Of "One Leader And Multiple Subjects" Urban Community Governance Structure

Community is the basic unit of social governance,and the modernization of community governance is the basic support of the modernization of national governance.The concrete effect of community governance is related to the implementation of the policy of the party and the state to the "last kilometer",to the stability of the grass-roots society,and the formation of the social governance pattern of "co-construction,co-governance and sharing".At present,there is a misreading of the relationship between community attributes and pluralistic subjects in the governance mode of "pluralistic co-governance" in the urban community government.in order to better clarify the misreading of "pluralistic co-governance" and emphasize the leading role of the community party committee in community governance,this paper puts forward "more than one subject" and emphasizes the The leading role of the party in the community.Based on the combination of literature retrieval and field investigation,this paper focuses on the importance of community party committee leading community governance in urban community governance from the perspective of "co-construction,co-governance and sharing" from the perspective of field investigation and semi-structured interview in Hangzhou X District.Based on the theory of governance and game,the qualitative analysis of community governance in area X is carried out through the present situation,obstacles and causes of community governance.Under the requirements of socialism with characteristics in the new era,community governance must emphasize the core leadership of the party and the organizational ability of political mobilization,so as to achieve social stability at the grass-roots level.Therefore,the leading role of the community party committee in community governance is in theory and present.In fact,it is necessary.It is beneficial to make up for the functional limitation of the absence of multiple subjects;to the realization of fairness and justice within the community;to strengthen the governance of social microstructure;to improve the governance of the community and to strengthen the maintenance of stability.The research holds that the obstacles faced by the construction of "one leader and multiple subjects" urban community governance structure are mainly manifested in two major aspects: first,the obstacles faced by "one leader" leading " multiple subjects ",including: the disunity between the main body of community partybuilding and the authority of community governance,the lack of integration of community party building resources and community governance resources,and the lack of integration of community party building resources and community governance resources.The work of community party building is out of touch with the demand of community governance,a and the second obstacle is the coordination between multiple subjects,including: there are great differences in values among multiple subjects;the degree of multi-party participation is generally not high;the network relationship structure needs to be optimized;and the construction of communication platform between multi-agents lags behind.The reasons for the obstacles to construction is also complex and diverse,among which the foundation of grass-roots party organization and mass foundation is weak;the function orientation of community party organization is vague,and the organizational function is weakened;the cooperative inertia among multiple governance subjects is enhanced;and the participation level of community residents is not high.In order to realize the formation of "co-construction,co-governance and sharing" social governance pattern,this paper puts forward four strategies for the construction of "unitary and multi-party" urban community governance structure based on governance theory and game theory,that is,to strengthen the political identity of community party organizations by expanding propaganda and model;highlight the leadership position and strengthen the self-capacity building of community party organizations;and to clarify the activation of responsibilities and powers of leaders and all parties.The motive force of the participation of "multiple subjects";clarify the cooperative relationship between many parties in the community and smooth the cooperative mechanism of multi-agent.The construction of the "one leader and multiple subjects" urban community governance strategy is beneficial to give full play to the leading,organization and synergy of the community party committee in urban governance.Finally,we will realize the new pattern of social governance,which is built together by the whole people,governed by the whole people and shared in an all-round way.The innovation of this study is that based on the strategy of "co-construction,co-governance and sharing",taking the urban community as the research object,this paper clarifies the misreading of the social attributes and the relationship between the pluralistic subjects under the mode of "pluralistic co-governance",and emphasizes the leading,organization and coordination role of the community party committee in community governance,which is not only the requirement of socialism with Chinesecharacteristics in the new era,but also the construction of "co-construction and co-governance".Share the response of the new pattern of social governance.There are still many shortcomings in this paper,limited to the limited time and energy of the interview.This paper only selects some cases of community governance led by community party committees for the study and observation of this paper,which does not fully represent all the actual situation of community governance under the cooperation of community party committees,and there are some deficiencies in the precision and preciseness of the research.In addition,community interviews can not be perfect.The author only selected some relevant personnel for interviews.In the course of the interview,due to the differences in identity,professional background,knowledge and culture of the interviewees,the interviewees have a great gap in understanding and feeling the quality of the multi-party collaboration under the leadership of the party building in the community governance,which is difficult to influence the real and effective of the community governance,which leads to the lack of in-depth research on the obstacles and causes of the realization of the "one leader and multiple subjects " urban community governance structure.
