| Urban communities are one of the basic units of social governance.With the accelerated process of urban construction in China,urban communities,as the link between grassroots governments(street offices)and the people,have gradually become the main positions for urban grassroots governance and social work.Community governance is related to the implementation of the party and the country’s major policy,and is an important starting point for the modernization of the national governance system and governance capacity.In recent years,the party and the state have issued a series of guidance and policy,urban community governance modernization has also achieved initial results.However,some urban communities,due to community party organizations,grass-roots government(street offices),community neighborhood committees,public service stations,owners’ committees,property enterprises,social organizations,resident units and residents and other multi-subject responsibility positioning is not clear,the implementation of the policy is not in place and other reasons,resulting in a series of rights and responsibilities,the adverse impact on community governance,seriously hindered the effectiveness of community governance.The optimization of urban community governance needs the cooperation and joint efforts of multiple subjects.Therefore,according to the social standard theory,public governance theory and collaborative governance theory,interviews,questionnaires,case analysis and comparative analysis are used to summarize the main practices of community governance for 13 urban communities in L Street,Y County,Shandong Province.Secondly,the basic results of community governance are analyzed.Thirdly,it analyzes the problems existing in the overall operation,assessment and evaluation,residents’ participation,collaborative governance and so on.Fourthly,in view of these problems,the root causes of the problems are analyzed from the aspects of the inaccurate positioning of the functions of the governance subjects,the low quality of the relevant personnel,the limited governance resources,and the lack of institutional arrangements for the diversified participation of the governance subjects.Fifth,summarizes the domestic advanced community governance experience which can be used for reference in the community governance of L street in Y county.Finally,from further strengthening the leadership core of grass-roots party organizations,clarifying the boundaries of power and responsibility,improving the governance system and mechanism,increasing resource investment,and enhancing the participation enthusiasm of multiple subjects,this paper puts forward some countermeasures to improve the urban community governance of L Street in Y County.This has certain guiding significance for solving the governance problems of L street urban communities in Y county and other similar urban communities in China. |
