Community Party Building Leads The Research On Community Governance

Community is the basic unit of today's society.Community governance is an important component of national governance,the focus and foothold of urban social governance,and the basic project of national governance system.Community governance is related to the implementation of the Party's and state policies to the "last mile",to the vital interests of the masses,and to the harmony and stability of the grass-roots level.Strengthen and innovate community governance,improve the ability and level of community governance in an all-round way,is the inevitable requirement of building a well-off society in an all-round way under the new situation,and is also an effective way to satisfy the people's desire for a better life.However,due to the restriction of traditional power allocation structure and strict control thinking,there are many difficulties in community governance both in vertical integration and horizontal linkage,which make it difficult to provide precise and efficient management and services for residents.The report of the Nineteenth National Congress of the CPC pointed out that "we should explore the path of leading social governance by strengthening the construction of grass-roots Party in the spirit of reform and innovation,promote the overall strengthening and continuous progress of grass-roots Party building,and promote orderly and healthy development of social governance",revealing the position and role of Party building in strengthening grass-roots governance.This requirement is implemented in community governance.If we want to solve all kinds of problems faced by community governance,we must adhere to the Party construction leading community governance,give full play to the functions of political leadership,democratic guarantee,social coordination,people's livelihood service and cultural orientation,highlight its integration and guarantee value in the reform and reconstruction of community governance system,and finally,a new community governance system of co-construction,co-governance and sharing in the new era will be established.Lijin County not only has urban communities,but with the accelerated pace of urbanization,emerging communities are constantly emerging.Facing greater pressure on community governance,facing many dilemmas,how to break through the traditional concept and mode of community governance,and innovate the carrier and path of community governance is urgent and necessary.From the political,economic and cultural environment of our country,it is not only feasible but also necessary to give full play to the leading role of grass-roots Party organizations in community governance on the basis of community autonomy and the participation of other governance subjects.On the one hand,it is determined by the unique advantages of grass-roots Party organizations.On the other hand,there are certain theoretical and practical bases for Party construction to lead community governance.As far as Lijin County'scommunity governance is concerned,it is very important to give full play to the leading role of grass-roots party building,and a consensus has been reached.However,when the grass-roots Party building in Lijin County plays a leading role,it faces many difficulties and problems.For example,the community division does not match the current urban development,the office service places do not meet the standards,the community party building and the construction of service mass positions lag behind,the community party building work force is relatively weak,the community party building and governance integration is not high,the residents' awareness of participation is not strong,lack of effective service communication,insufficient effective resource utilization and so on.All these have seriously affected the modernization process of community governance,and are not conducive to social stability and the improvement of people's well-being.These practical problems urgently need to put forward corresponding countermeasures to change the status quo.Through investigating and researching the related problems of community governance led by Party building in Lijin County,this paper holds that Lijin County should seize the good opportunity of the new era and make it possible to continuously improve community governance led by Party building through improving the mechanism of joint management of Party building,regional overall integration,leadership and governance of Party building,support mechanism of full-time strength and guarantee mechanism of input support.In the new era,we should build a new community governance system of co-governance and sharing.
