Policy Learning And Reproduction:Micro-mechanisms Of Policy Diffusion Among Local Governments

With the in-depth advancement of China’s rural revitalization strategy,the development of rural areas has created a surge of multiple creation models such as characteristic towns,shared farms,and rural complexes.In previous studies of rural governance,the academic community mainly focused on the implementation process of policy content and the evolution logic of policy diffusion,and paid less attention to the effect of local government learning behaviors and its influencing factors on policy diffusion.Based on this,from the perspective of the policy learning and reproduction micro-mechanism process in policy diffusion,this article selects four representative rural complex policy pilot projects and Chunguang Village as policy learners for case comparison studies.First of all,through the analysis of the development status and policy environment of the two,this paper summarizes the internal problems and external factors of policy learning and reproduction of rural complex.Secondly,the research in this paper finds that in the process of organizational learning,local governments are not blindly transplanting policies and imitating the trend,but selectively absorbing knowledge.The occurrence of this selective learning is affected by four specific mechanisms,namely,problem research and policy cognition mechanism,resource integration mechanism,organization mobilization mechanism,policy evaluation and risk aversion mechanism.Finally,this paper analyzes the functions and roles of the four mechanisms in the policy diffusion of the rural complex,and finds that the four mechanisms,such as problem research and policy cognition,select organizational learning strategies,knowledge sharing and absorption,policy implementation,and external communication.It has a significant impact on other aspects,and eventually produces a different reproduction policy.The paper points out that to change the problems and dilemmas in the development of rural complex,we must rely on the local knowledge,give full play to the creativity and initiative of resource integration and organization mobilization,test the value and legitimacy of policies in effect evaluation and practice,realize the innovation of local policies,and make empirical reference or successful cases spread through organizational learning.
