Research On Theory And Practical Application Of Public Policy Diffusion

As a new paradigm in the development of policy process theory,policy diffusion theory has become one of the most attractive fields in public policy research.With the acceleration of globalization and informatization,public policies spread more frequently across countries and regions.In the great course of China's reform and opening up over the past 40 years,public policies have been diffusing frequently and profoundly,playing an important role in saving policy costs,reducing policy risks,promoting policy innovation and improving overall governance.To a certain extent,the whole process of China's reform and opening up is a process in which governments at all levels continue to carry out policy innovations and gradually promote and diffuse their successful policy programs nationwide.The diffusion of a public policy in China is the result of a combination of the vertical driving mechanism of pressure and demand and the horizontal driving mechanism of competition and learning.According to the direction of diffusion,public policy diffusion in China can be divided into three typical modes:top-down hierarchical diffusion,bottom-up absorption-promotional diffusion and parallel diffusion between peers.To study the development and current situation of public policy diffusion in China and analysis the diffusion of the residence permit system,can be found in the current public policy diffusion there are many major problems.For example,there is lack of positive interaction between government,clear differentiation between the level of diffusion in the region,serious phenomenon of blindly following,and not enough openness and democratization in the process of diffusion.It is precisely because of these problems that public policy diffusion can't play an effective role.Therefore,it is necessary to strengthen ideological awareness to provide cognitive support for policy diffusion,straighten out inter-governmental relations to provide organizational support for policy diffusion,rationally allocate policy resources to provide resource support for policy diffusion,and establish and improve policy information platform to provide communication support for policy diffusion to further enhance the level of public policy diffusion in China.
