The phenomenon of policy innovation diffusion has emerged widely in China's economic,political and social policies.However,under the influence of China's special inter-governmental relations,the performance characteristics,influencing factors,and dynamic mechanisms of policy innovation diffusion by local governments in China still need to be clarified,especially in the past related research paid more attention to whether local governments adopted innovative policies.However,it has failed to conduct in-depth research on the quality of policy innovation diffusion.This study targets overseas high-level talent policies that were less concerned in the past in the field of policy innovation diffusion research.It focuses on measuring the quality of policy innovation diffusion among local governments in major cities in China.Based on this,the combination of cluster analysis and discrete-time event history analysis and linear regression analysis analyzes the dynamic mechanism of local government innovation diffusion and its influencing factors.This study first defines and measures the degree of innovation and diffusion of overseas high-level talent policies in 34 major cities in China,measures the quality of horizontal policy innovation diffusion between cities,and performs cluster analysis on34 cities.It is found that they can be divided into four categories —— symbolic Imitation(low innovation ×low diffusion),processing learning(high innovation ×low diffusion),responsive competition(low innovation × high diffusion)and differentiated competition(high innovation× high diffusion).Secondly,it used 175 sample data from 34 major cities in 11 years since the central government issued the "Opinions on the Implementation of Overseas High-level Talent Introduction Program" in 2008.Mainly focus on the influence of internal factors of the city,and analyze the factors that affect the ability of major domestic cities to adopt overseas high-level talent policies from the perspective of "urban development needs" outside the government's responsibility and "governmentresource capacity" within the government's responsibility And whether these factors have further affected the quality of horizontal policy innovation diffusion in major domestic cities(policy innovation & policy diffusion).The results show that the factors influencing the adoption of overseas high-level talent policies in major cities in China are not completely consistent with the factors influencing the quality of policy innovation diffusion in these cities.The results of discrete-time event history analysis based on binomial logistic regression show that population growth rate and general public budget revenue can significantly increase the probability of local governments adopting overseas high-level talent policies.Factors such as population size,GDP scale and its growth rate,tertiary industry output value scale and its growth rate,and other factors such as government administrative level and the number of international friendly cities have no influence on the probability of local government adoption.Compared with the population growth rate,the population size has more explanatory power to the quality change of policy innovation diffusion.The results based on linear regression analysis show that population size will have a negative impact on policy innovation,and general public budget revenue will have a significant positive impact on policy diffusion.This study believes that,on the one hand,as a talent policy,overseas high-level talents are closely related to the urban macro-population situation.When the population inflow rate remains high,the probability of cities adopting overseas high-level talent policies will increase significantly.However,when the city's population size remains high,the lower the city's incentives to localize and innovate policies,the phenomenon is the larger the population size,the lower the degree of policy innovation.One possible explanation is that the “population size” of a city can be regarded as the “talent pool” of the city.The cities with richer talent resources are more likely to improve the policy support(policy diffusion)to show the government's attention and improve management performance.,The cities with less talent resources are more likely to adopt active innovation policies(policy innovation)to show the importance of the government and increase the visibility of the policies.On the other hand,the overseas high-level talent policy,as a policy for attracting high-end intelligence,is closely related to the fiscal revenue level of local governments.When the financial resources of local governments are relatively abundant,the probability of the city adopting overseas high-level talent policies will increase significantly.At the same time,the richer the financial resources of a city 's local government,the stronger the city 's incentive to continue to diffuse policies.The phenomenon is that the richer the financial resources,the higher the degree of policy diffusion.
