A Study On The Problem Of Social Assistance Single-parent Families In China

With more than 40 years of reform and opening-up,the social economy has been constantly developed.Besides,Chinese people’s views on marriage,values,and family have also changed remarkably in the continuous process of socialization.In China,divorce rate is increasing year by year,unmarried cohabitation is becoming more and more popular,and even the group of children born out of wedlock is also growing slowly.All the factors lead to the continuous growth of the number of Chinese single parent families.According to statistics,the divorce rate in China has witnessed a constant increase for 16 years,of which,the divorce ratio in 2019 reached up to 43%.Apparently,families have been developed towards various types and diversified structures.In such a context,members of the single-parent family are confronted with two major difficulties in survival and development.Moreover,economic problems,emotional problems,educational problems,and the resultant problems such as unemployment,poverty,and crime have serious impacts on social stability and development.Hence,social relief is urgently required for setting up a substantial "safety net" for the members of the single-parent family.Normal family living is the very foundation of building a country,and maintaining the survival and development of the family is the intrinsic responsibility of the government.Therefore,this paper takes " Social Relief Problems of Single-Parent Families in China" as the topic,based on the theory of ability poverty,poverty culture and positive assistance,and makes a systematic study by using the methods of literature research and analysis and induction.To begin with,a solid theoretical basis for this study has been provided by defining the relevant basic concepts and theoretical basis.then,it summarizes the main contents of inclusive social assistance for single parent families in China,and analyzes the main problems existing in poverty assistance,education assistance,defensive assistance and other aspects of social assistance for single parent families in China.Evidently,those problems in the social relief of single-parent families are caused by unsound laws,regulations and management systems,slow development of classified protection of social relief,and a single form of social relief.Moreover,as a sound social security system has been formed in some developed countries due to large quantities of research achievements in the single-parent family upon long-term investigation,valuable experience reserved in the process of establishing social welfare systems in other countries can be used as references to find out enlightenments that are applicable to the actual situation in China.At last,based on the above studies,the strategy for assisting single-parent families in China can be improved on reasonable planning.More precisely,the basic guarantees for people’s livelihood dependent on the inclusive minimum living allowance,housing guarantee,educational assistance,and medical insurance,etc.We should further reform from five aspects of legal support,handling management,financial security,assistance content and supervision evaluation,so as to provide more perfect social assistance counte.
