The emergence of cutting-edge technologies such as artificial intelligence worldwide in the early 21 st century ushered in a new era of intelligent manufacturing in the global manufacturing industry.Intelligent manufacturing,as a product of the deep integration of artificial intelligence and manufacturing,has become the main direction of the future development of the world’s manufacturing industry.The development of the intelligent manufacturing industry has become the only way to enhance international competitiveness and build a world power.In the international context of the "intelligent manufacturing" boom,countries around the world have followed the trend to supplement policy support for the smart manufacturing industry.China conforms to the international development trend and builds the overall system of the intelligent manufacturing industry.In recent years,the Chinese government has vigorously strengthened policy support for the intelligent manufacturing industry,and has initially formed a policy support system from the central to the local level throughout the country.However,according to the survey,there are still many problems in the actual operation of the smart manufacturing industry policy,such as the emergence of "high-end industry,low-end manufacturing" and other issues.Therefore,this article analyzes my country’s smart manufacturing industry policies through scientific methods,and then deeply analyzes the problems existing in my country’s smart manufacturing industry policies,and specifically discusses optimization paths,in order to provide new ideas for the improvement of my country’s smart manufacturing industry policies.As a popular policy research perspective,policy tools are conducive to a deeper understanding of the specific influence mechanism of policy texts.In general,policy tools also provide a basic analysis framework and new perspectives for the analysis of policy texts in this article.Based on the perspective of policy tools,this paper constructs a policy tool-innovation chain two-dimensional analysis framework,proposes 7 dimensions of supply,demand,environment,R&D,demonstration application,industrialization,and promotion and use,and 19 specific analysis dimensions to explore policies.The input of tools in each stage of the innovation chain of the development of the intelligent manufacturing industry;secondly,based on the combination of quantitative and qualitative,text coding of 40 intelligent manufacturing industrial policies at the national,provincial and municipal levels;finally based on different Quantitative analysis of 493 coding results at different levels and stages of industrial development,comparing the investment ratios of smart manufacturing industrial policies at different levels and different development stages in the policy tool-innovation chain framework,and exploring the problems and problems of smart manufacturing industrial policies based on the analysis results Reasons,and finally put forward corresponding optimization suggestions for the intelligent manufacturing industry policy.The final research results show that the part of the policy tools of my country’s smart manufacturing industry policy is relatively ineffective,and the investment ratio of policy tools in the innovation chain needs to be optimized.From the perspective of the innovation chain:supply type>environment type>demand type.The support of policy tools such as taxation,finance,laws and regulations is weak,which is not conducive to the construction of a good industrial environment.From the perspective of the innovation chain,the low investment ratio of policy tools in the two stages of demonstration and application and promotion and use is not conducive to the coordinated industrial development of domestic smart manufacturing and the creation of international brands.In response to the above conclusions,corresponding optimization suggestions are put forward: increase taxation policy support,optimize the financial service system,strengthen talent education support,and build an environment for scientific and technological innovation.
