Research Of American Innovation Policy Based On Policy Element

Innovation is the driving force of a country, with which a country can be competitive in fierce international competition. Policies on innovation are powerful institutional guard and effective methods to implementing and stimulate it. Nowadays, countries around the world are all making polices to promote innovation and America, as the leading role in innovation in the world, has been adapting its strategy and changing its focus areas on innovation. Above all, study on American policies on innovation is significant for developing Chinese ones.The public policy system mainly includes three parts: policy main body, content, instruments. In order to analyze American policies on innovation preferably, we need to study about its historical evolution so that we will be clear about its different features in various stages. Base on study above, we can explore the three parts of American public policy system through 90 texts of American polices on innovation with methods of literature research and content analysis.Based on text analysis, we can find that American policies on innovation seem to be simplex, while it actually balances interest of different policy makers. All policymaker groups make policies that are beneficial to their own. Besides, American policies on innovation in advanced manufacturing industry as an example analyze its developing state horizontally and lengthways. As time goes, focusing areas are changing, while American governments have been always paying attention to finance, tax, financial and economic policy. Through more investment to innovation through financial and tax measures, domestic economy will develop further and employment rate will rise. Meanwhile, national security which is a new area, health and environment also be laid more emphasis. All these above can be embodiment of American high developing level in economy. What’s more, the quantification of instrument of policies shows that American instrument of policies have appropriate structure. Three instruments develop coordinately to help America be advanced in the world. Also, it’s still necessary to adapt distribution of instrument properly as they can be used in a exceed, insufficient or lacking way and reasonable distribution is beneficial for full use of American policies on innovation. Lastly, suggestion of authority of NPC in legislation, focus on policies of innovation related people’s livelihood and reasonable use of instrument of policy to develop Chinese policies on innovation will be put forward in main body, content and instruments of policy.
