A Study On Multi-subject Co-governance In Urban Community From The Perspective Of Consultative Democracy

In the report of the Nineteenth National Congress of the Party,it is clearly pointed out that at the present stage,our country gives a new guiding idea for specific community governance,which is based on the new thought and new direction of the comprehensive deepening development of community governance since the 21 st century of our country.At the same time,the important proposition of "realizing the continuous optimization of the whole governance system,and then adapting to the whole era" is also put forward from the initial "community management" to the "community governance" and so on.At present,urban management in China is facing important development and change.As a small unit model in urban management,urban community management has become an important inclusion structure.Faced with the shackles of imperfect communication and coordination mechanism among multiple subjects,it affects the development process of community democratization consultation and co-governance.Guided by the theory of deliberative democracy,this paper mainly adopts the methods of literature research,case analysis and interview,and selects the typical Chengdu Jinshuiyuan community in the process of urbanization and community governance development as the research case.Taking the subject and structure of urban community as the research object,we summarize the problems existing in optimizing the pattern of multi-subject co-governance.This paper holds that there are some problems in the process of community multi-subject participation,such as imperfect system,unclear division of power and responsibility,imbalance of subject status and weak consciousness of participation,which are closely related to the level of community political and economic development,the transformation of party organization leadership and government functions,and the experience of community residents’ participation in governance.Through this study,we find that: first,the development trend and demands of community governance are gradually clear,but the remaining problems and contradictions are concentrated in the main body of community governance and related institutional mechanisms,coupled with the rapid process of urbanization.Hidden problems and complex environment make community governance more severe,deliberative democracy has great room for optimization.Second,exploring the application of the perspective of deliberative democracy to urban communities is of great significance to strengthen and innovate urban community governance,and it is imperative for multiple subjects to participate in the pattern of community governance.Through continuous improvement and optimization,build out the governance model born out of the government,autonomous organizations,citizens and so on,so as to avoid discord.Third,the concept and theory of deliberative democracy have fundamentally changed the relatively single governance model in China,and liberated part of the governance power from the government to the corresponding autonomous organizations and institutions.In order to enrich the local autonomy capacity and governance system,gradually formed and enriched the consultation culture with Chinese characteristics.
