| The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,based on a comprehensive analysis of my country’s basic national conditions,creatively put forward an important discussion on "building a new pattern of grassroots social governance",which provides a science for further strengthening and innovating grassroots social governance in the new era and new stage.Follow and guide.As a basic part of the national comprehensive governance system,the level and effectiveness of community governance in a city and a region are directly related to the vital interests of the masses and the harmony and stability of the entire society.After years of exploration and practice,the community construction of Gulou District,Nanjing has achieved remarkable results,among which the innovation,application and promotion of the practical mechanism of community consultation and governance have played an active role.This article briefly states the concepts and theoretical foundations of community and community consultation,as well as the current research status,and discusses the development background,process and status quo of community consultation in Gulou District,Nanjing,and several important practical forms of community consultation mechanism in Gulou District.Case analysis,problems in the practice of community consultation,summary of characteristics,etc.were analyzed and researched,and the typical domestic practice forms such as the "Democratic Discussion Day" in Binzhou,Shandong were actively used to propose countermeasures to further optimize the operational mechanism of community consultation and governance in Gulou District And the suggestions are of certain reference significance for solving the prominent problems of prominent administrative tendency,low participation of the masses,imperfect rules of procedure,and low conversion rate of negotiation results that are common in the current process of urban community consultation and governance. |
