The Research On Problems And Its Countermeasures Of X Rural Community Governance In Guangdong Province

Exploring social governance plays an important role in changing management system and promoting ability of modernization of management in our country.Rural community is the basic unit of society,its result of governance effect the whole society and even national modernization process.With the change of industrialization,urbanization,information,and the traditional social management is not satisfied with the development of people’s growing demands.There are some problems in different rural communities,for example,poor Party,people’s week consciousness,supply management system and governance mechanism is not sound and community contradictions inflation and so on.Therefor,scholars should pay much attention to researching on the field of rural community governance.In the 1990 s,due to unfair distribution of land funds and lacking of financial system,X rural community has filled with “fighting” between people through more than 20 years.Since 2014,the X rural community has standardized the procedures of democratic governance,reform organizational structure,governance responsibility and governance rulesso that find a new governance mode.In this paper,with the guidance of public governance theory,the author explore path of the rural community governance with X rural community.The article is divided into four parts.Firstly,introduce macro and micro background and its research significance;define the core concepts like community,rural community and rural community governance;explain public governance theory and theory of civil society;comprehensive and discuss research of rural community at home and abroad;what’s more,comb research framework and introduce research methods.Secondly,share its development of X rural community,introduce its main content of reform,summarize its governance results and inductive characteristic points.Thirdly,analyze its governance dilemma,for instance,ability is insufficient;power between governance organization is not clear;there has problem that how to use the technology of information for provide service;and public service for people are not enough.In addition,the author analyzes reasons of the cause based on laws,governance of resources and people’s consciousness.The last,according to the reality in X rural community,the author put forward the corresponding countermeasures: cultivate ability and quality;clear the main body of responsibilities so that build network governance;change way of governance and to protect the rights of villagers’.
