The financial aid policy for college students with financial difficulties is a public policy aiming to optimize China’s higher education,promote educational equity and social equity,and promote the equalization of basic public services.With the development and improvement of the policy,a financial aid policy system for college students with financial difficulties has been built up in China,which includes scholarship programs,work-study programs,student subsidies,student loans,reduction or exemption of tuition fees,deferred tuition fee payment and green channel programs.Moreover,the Ministry of Education put forward the concept of "precision funding" in 2015,and the Party group of higher education incorporated "subsidizing and educating people" into the "top ten education" system of colleges and universities in 2017,presenting newer and higher requirements for the implementation of the financial aid policy for College Students with financial difficulties.In order to understand in depth the current situation and problems encountered in the implementation of financial assistance policy for college students with financial difficulties in China,this paper selects universities in city A as the research object,adopts literature reviews,questionnaire survey and interviews as research methods,and studies,based on the Mitt-Horn policy system model,the implementation process of financial assistance policy for college students with financial difficulties from the following six aspects,namely,policy objectives and standards,policy resources,policy implementation methods,executive agency characteristics,policy system environment and policy executors’ value orientation,and analyzes the existing problems therein.It is found that there are various shortcomings in the implementation process of financial assistance policy in city A.For example,the implementation effect is not in line with expectations;various policy resources are scarce;policy implementation methods can not fully meet the needs;the phenomenon of selective implementation exists in the policy implementation process;the enthusiasm of policy target groups to participate in the policy process is insufficient;and there are deviation of value orientation among grassroots policy executors.In view of the findings,this paper,from the perspective of Mitt-Horn policy system model,analyzes the causes of the problems in the implementation of financial aid policies for college students with financial difficulties,and puts forward optimization countermeasures accordingly.First and foremost,it is recommended to adjust policy objectives and standards to local conditions and to establish an effectiveness evaluation system for financial aid and education practices.Such measures as to optimize the allocation of policy resources and human resources,to mobilize financial resources through multiple channels and to integrate information resources are also recommended.In addition to that,the form of policy implementation shall be optimized to ensure an accurate implementation of policy publicity,smoothing the communication channel between policy executors and policy objects.Also,it is vital to make sure the executive power of policy implementing agencies be given full play and the environment of policy implementation system be optimized.What’s more,we need to cultivate and enhance students’ abilities on getting rid of poverty by themselves.Moreover,a social orientation of donation to students in need shall be formed through publicity and proper direction of public opinions.Last but not least,it is hoped that a correct value orientation be formed among the policy executors by deepening their understanding to the policies and cultivating a sense of accomplishment,which would enhance their willingness of policy implementation.
