The financial aid policy for poor college students is an important policy in the field of education,which is of great significance for promoting educational fairness and social harmony and stability.China has successively introduced a series of relevant financial aid policies and measures,and built a diversified and mixed student financial aid system,which ensures that students will not drop out of school due to family economic difficulties.Over the years,through the implementation of the policy executors,the funding policy has made some achievements in helping poor college students,but the problems in the implementation of the policy should not be ignored.Moreover,With the development of economy,society and the deepening understanding of poverty,aid policy goal of impoverished undergraduates has been transformed from the safeguard fund to development-oriented aid.Therefore,there is still much room for improvement in the implementation of this policy.How to effectively implement the subsidy policy to help the poor students grow up,promote individual employment and prevent the intergenerational transmission of poverty has become an urgent and significant issue facing us.Therefore,from the perspective and method of policy implementation,this paper makes an in-depth analysis of the problems and causes existing in the implementation of financial aid policies for poor students in F University,and puts forward countermeasures and suggestions for optimizing the implementation of financial aid policies for poor students in F University.Based on the above logical thinking,firstly,this paper reviews the research status of funding policy concept,implementation problems and implementation effect evaluation at home and abroad through literature analysis,and decides to take policy implementation as the research perspective.Secondly,it defines the concept of the poor college students,the poor university students’ financial aid policy and the poor university students’ financial aid policy implementation,expounds the higher education cost-sharing theory,the human capital theory and the Smith policy implementation process model,and puts forward the theoretical conception of the financial aid policy implementation and its research.Thirdly,through sorting out the implementation process of the financial aid policy for poor college students,it is clear that the current philosophy of the financial aid policy for poor college students in China is development-oriented.Then,under the guidance of the new concept of funding policy,this paper takes F University as an example to conduct a case study.By means of questionnaires and interviews,this paper affirms the effectiveness of F University’s financial aid policy implementation,and finds that there are some problems in its implementation,such as symbolic policy implementation,extended policy implementation,incomplete policy implementation and alternative policy implementation.With the help of Smith’s policy implementation process model,this paper makes a systematic and integrated analysis of the reasons for the deviation in the implementation of financial aid policies for poor college students from the four main influencing factors of policy itself,the main body of policy implementation,the target group and the environment.Finally,by referring to the successful experience of the United Kingdom and the United States in the implementation of university funding policies and combining with the actual environment in China,the following countermeasures and suggestions are put forward: building the identification system to promote the accurate positioning of the policy;promoting professional management to strengthen the capacity-building of the executive body;guiding the funding concept to grasp the diversified needs of the target groups;coordinating the implementation resources to build an ideal implementation environment.
