Since the expansion of college enrollment in the late twentieth century,China's higher education has officially entered the era of popularization.In order to alleviate national financial pressure,as well as to guide the students to cherish their right to education,the country has changed the model of higher education expenditure from 100%government-responsible to a government-led and multi-parties-shared(universities,financing institutions,families and students themselves)one.But for college students from impoverished families,the higher education tuition fees and living expenses will undoubtedly become an obstacle in the way to change their destiny and to cross class boundaries.The financial aid policy for poor college students is a basic public policy in constructing social fairness,promoting education development and achieving accurate poverty alleviation.Although with effort of innovation and implementation from the policy makers and implementers over the years,the financial aid policy has achieved great results in helping the poor college students,there is still very large room of improvement in the policy itself and in its implementation.In order to have a deep understanding on the current situation of China's funding policy on impoverished college students and problems that arise during the policy implementation process,this study,based on Smith policy Implementation Process Model,has taken H University as an example,and has done some research on the problems that arise during the implementation of the financial aid policy for poor college students from four aspects:ideal policy,execution mechanism,target groups and policy environment,using research tools and methods as questionnaire surveys and quantitative analysis.The study found that,in terms of policy-making,H University's funding policy has problems in the lack of fairness,the lack of flexibility in loan quota and type,the absence of real properties in credit loans and the insufficiency of supervision and motivation mechanism;in terms of policy implementing institutions,problems exist in the weakness of propagating,regional discrimination,lack of dual-way supervision in funding process and unreasonable arrangements of work-study jobs;in terms of target groups,the main problems lie in the lack of reasonable mechanism on identification of the impoverished students,lack of pertinence,regionalism and the guidance of the intention of the target groups;and in terms of policy environment,H University's funding policy has problems in the complication of loan crediting and repayment procedures,the absence of social participation,and the impertinence of policy environment and the imperfection of mechanism for the coordination of different interests.Based on the above,this study,from the perspective of Smith's policy implementation process theory,puts forward the countermeasures to optimize the implementation of the funding policy for impoverished college students.Specifically,on the level of policy making,the study suggests changing the values of funding policies,improving the funding policy propaganda system,and designing a precise and standardized implementation procedure;And on the level of policy implementation institutions,the study suggests promoting the "aid and educate" rather than the "aid and fund",building a scientific and reasonable implementation system,establishing an information management system,and enhancing the qualification of the staff of funding policy;on the level of target groups,the study suggests establishing an identification system of impoverished college students and a long-term supervision system;on the level of the policy environment,it suggests establishing and perfecting laws and regulations on funding policy and expanding funding channels.
