Road occupation always is a microcosm and a barometer of urban management,is also the focus of attention and basic content of urban management.In recent years,with the expansion of the city,road occupation is developing rapidly,constantly urging the revolution and innovation of urban management.At the same time,since the 21 st century major global epidemic have occurred many times,such as SARS,Influenza A H1n1,COVID-19......During the epidemic prevention and control period,the needs of the public are more urgent and diversified,and urban operation has also entered a special stage,urban management is facing unprecedented pressure and arduous task.In such special period,it has become an urgent and realistic task for the urban management department to stand guard and perform well,to play a leading role of the government,to implement fine management means,to solve the diverse needs of the public,and to deal with the contradictions and disputes among various groups,while it is also the inevitable choice for urban management department to realize its modernization of governance ability.During the period of prevention and control of COVID-19 epidemic,while the national economy suffering heavy losses,the Chengdu Urban Management Committee introduced the "Five Permits and One Persistence" policy on March 14,2020.As soon as this policy is launched,it is widely concerned and praised,and set off the boom of street vendor economy In the whole country.This paper is divided into five parts.On the basis of the policy itself and the present situation and predicament of the road occupation management during the epidemic period,according to the concept and goal of national governance and urban management,and using the "3R policy hierarchy analysis" model,this paper deeply analyze "Five Permits and One Persistence" policy from "responsiveness","reliability" and "responsibility" aspects.The analysis is concerned with the process,implementation,effectiveness and problems of this policy,and the deficiencies and problems of this policy are studied in depth.In addition,it puts forward some management measures which can be used for reference and popularized during the epidemic.The aim is to promote the modern management ability and level of urban management.The first part is the introduction of this paper,including the background,significance and current situation,framework,research ideas,methods,relevant concepts and policy analysis models of this paper.The second part is the policy description,which focuses on the background,specific content and implementation of the "Five Permits and One Persistence"policy.The third part,based on the “3R policy hierarchy analysis model",this paper analyzes the responsiveness,reliability and responsibility of the "Five Permits and One Persistence"policy.The analysis of responsiveness is carried out from two aspects,witch are responsiveness and responsiveness;in the analysis of reliability,this paper first compares the degree that the policy should achieve with the actual degree,and then find the gap in the implementation and the deficiency in the provisions;the analysis of responsibility,this paper points out the definition of the subject of responsibility and the way of performing responsibility in the policy,as well as the degree of responsibility implementation and the subject of accountability.The fourth part,according to the analysis of this paper,in view of the deficiencies of the policy in all aspects,puts forward suggestions for the improvement and perfection of the policy.The fifth part draws the conclusion and puts forward the research prospect.
