Research On Management Countermeasures For The Problem Of Graded Treatment Of Prisoners In Yizhou Prison,Sichuan Province

With the rapid development of modern civilization in today’s world,it has become a common trend in the development of the prison system of contemporary countries to continuously improve the hierarchical treatment of prison offenders.After decades of painstaking exploration,China has formed a socialist prison system with Chinese characteristics for the graded treatment of offenders.A large number of facts prove that the management of graded treatment of criminals is indeed conducive to better implementation of the Prison Law,effectively protect the rights of criminals,improve the motivation of criminals to reform and adaptability to society,and promote the soundness and development of the socialist rule of law in China,which is also an important symbol of China’s prison system to modernize management.With the rapid development of China’s social and economic development,the comprehensive rule of law to promote the depth of the country,the general public’s demand for the quality of rehabilitation of criminals is constantly improving,and the requirements for the management of criminals are increasingly refined and standardized,but the current structure of the prison population is increasingly complex,the transformation of multiple demands,the current Prison Law on the management of graded treatment of criminals is too abstract,general,less operable,resulting in the mode of treatment,treatment content At present,some places and prisons have launched their own implementation methods for the graded treatment of offenders,which are in line with their own characteristics,and have accumulated valuable practical experience in the separation of offenders into custody and teaching.In March 2019,on the basis of the "Management Measures for Graded Treatment of Offenders" issued by the Sichuan Provincial Prison Administration,the "Implementation Rules for Graded Treatment of Offenders" were formulated,and a series of supporting measures were set up,which did achieve certain results,but also revealed that the management measures were not motivating and not easy to implement.However,the problems of lack of incentive and difficulty in operation and implementation of management measures were also revealed.The author investigates the current situation of offender classification and treatment management in Yizhou Prison in Sichuan Province by means of interviews,questionnaires,field research,and consulting relevant theoretical and practical materials on classification and treatment management at home and abroad,and conducts an in-depth study on the shortcomings of offender classification and treatment management in Yizhou Prison in Sichuan Province.The purpose of this study is to investigate the shortcomings and analyze the reasons for the shortcomings of the offender classification and treatment management in Yizhou Prison in Sichuan Province,and to propose relevant countermeasures and suggestions in the light of the actual situation in Yizhou Prison in Sichuan Province,in order to provide reference and reference for improving the effectiveness of the offender classification and treatment management in Yizhou Prison,the prison system in Sichuan Province,and the prisons in the central and western regions.
