Research On The Problems And Countermeasures For The Public Legal Service System Construction Issue In Tongchuan District Of Dazhou City

People’s yearning for and pursuit of a better life need a good environment for the rule of law,which is closely related to the high quality public legal services provided by the judicial administration.Since the construction of a public legal service system covering urban and rural residents was put forward at the fourth Plenary session of the18 th CPC Central Committee,the development pattern of public legal services in China has been further accelerated and some successful experiences have been formed.However,as far as the current research situation is concerned,the research on the construction of public legal service system is more aimed at big cities,and the district(county)level cities are rarely involved.Based on the practice of the construction of public legal service system in Tongchuan District of Dazhou City,this thesis focus on the research ideas of raising,analyzing and solving problems to studies the problems in the construction of public legal service system in Tongchuan District of Dazhou City.From the perspective of public management,this thesis attempts to determine the basic research framework of the article by collecting relevant literature,and then defines the concept of public legal service and public legal service system,introduces the theory of administration according to law and the new public service theory.On this basis,taking Tongchuan District of Dazhou city as the analysis object,this thesis introduces the basic situation of its public legal service system construction,and analyzes the product composition,platform construction,supply mode and policy guarantee;combined with the interview to analyze the construction,a number of problems existing in the process,including few types of participants,shortage of service resources,imbalance of supply and demand,poor quality of partial service delivery and insufficient funding guarantees;then it analyzes the causes of the problems,including the lack of government attention,lack of talent team construction,lack of integrated management and low social participation.Based on the experience of building a better city in the domestic public legal service system,this thesis puts forward some countermeasures to perfect the construction of public legal service system in Tongchuan District of Dazhou City,including constructing multiple participants,integrating service resources,perfecting product supply system,optimizing legal service mode and perfecting service guarantee.It also enriches the theoretical achievements of the construction of district(county)public legal service system and provides practical enlightenment for perfecting the construction of district(county)public legal service system.
