Research On The Construction Of Legal System For Chinese Government To Purchase Public Library Services

In recent years,the public's demand for public culture has diversified with economic development.In terms of policy guidance,the 19 th National Congress report pointed out the direction for China's firm cultural self-confidence.The pace of reform of China's cultural undertakings has been accelerating.Public library services,as a model of public cultural service supply,are constantly striving to improve and innovate.Although there are differences in the development of public library services in various regions due to various factors such as economy and culture,in recent years,the forms of public library services in developed coastal cities have been constantly changing,and public library services are not limited.The book itself is more about the spread of culture and the promotion of reading habits.This diverse form of service provision provides more choices for government purchases and enriches the cultural life of the public.However,the government's purchase of public library services is still in the initial stage of exploration.Although the government's purchase of public library services has achieved some results in recent years,there are still many aspects that need to be built and improved.Government purchases are a novel and unique way in the field of public library services,which not only reduces government responsibility,but also satisfies the diverse needs of the public.Therefore,it is necessary to explore the government's legal system for purchasing public library services,which is also a general trend.In order to better understand the status quo and process of the construction of its legal system,this paper introduces its research background and research significance in the introduction.The first chapter mainly analyzes the influence and application of the three theories of new public management theory,new public service theory and public goods supply theory,and defines related concepts.The second chapter summarizes the existing relevant legal and policy systems,and analyzes two typical cases of Jiangsu Wuxi New District Library and Beijing Dongcheng District Pickup Bookstore.The third chapter mainly studies the two aspects of the achievements and the problems existing in the operation of relevant legal systems.The results are mainly carried out from three aspects: social benefit,government benefit and public benefit.The problems existing in the operation of the legal system are mainly analyzed from the aspects of the perfection of relevant legislation,thestatus of supervision and evaluation mechanism,the status of capital investment and the development status of social organizations.The fourth chapter of this thesis elaborates on the construction path of relevant legal system,how to improve the government's relevant legal system for purchasing public library services,how to improve the supervision and evaluation mechanism,how to improve the financial security system,and how to improve the social organization support system.The aspect proposes the path to construct the legal system for the government to purchase public library services.
