| The in-depth application of big data makes its social value and economic value fully displayed,which has a wide impact on enterprises,governments and individuals.Data has been regarded as an important national strategic resource,and data governance has become an important part of national governance.The research on data governance has important theoretical and practical value.However,due to the unconventional development of big data applications,the research on data governance is still in its infancy.There is no unified understanding of the definition and connotation of "data governance",let alone a systematic theoretical system.The great value of data governance and the huge gap in theoretical research provide a huge space for this study.Based on the public governance nature of data governance,this study attempts to establish a conceptual and theoretical framework of data governance in the big data environment from the perspective of public governance.In addition,this study seeks empirical interpretation and basis through the analysis of related public policy,so as to enrich the theoretical research as well as empirical research in this field and to provide reference for subsequent exploration.The main research contents of this paper are as follows:The first chapter describes the research ideas and literature basis of this study.The second chapter gives a brief description of the core theories involved in this research.The third chapter is one of the core contents of this study.Firstly,different definitions of data governance are compared and analyzed.Then it discusses the opportunities and challenges brought by big data application to public governance,and defines the specific needs and main contents of data governance.From the perspective of data life cycle,this paper analyzes the governance problems in each stage of the cycle.Finally,it summarizes the connotation and core content of data governance from the perspective of public governance,and establishes the corresponding concept system and theoretical system of data governance.The fourth chapter is the empirical research part of this paper.Guided by the theoretical system obtained in Chapter 3 and the main data governance related policies currently issued by China as the object,the characteristics of China’s current data governance policies are summarized through text analysis of the policies,and the previous theoretical system is verified.The research finds that,in terms of policy content,policies can be divided into macro design level,medium action plan design level,micro practical level,which reflects the comprehensiveness of policy content.The main contents of the policy to a large extent reflect the definition of data governance content in this paper,which confirms the rationality of the theoretical research results;At the level of policy tools,policy tools on the supply side and the environment side constitute the main body of policy.The fifth chapter puts forward the further thinking and countermeasure suggestion to the data governance.The research of this paper is helpful to further explore the systematic understanding of the emerging field of data governance,especially to establish the theoretical system of data governance from the perspective of public governance,which directly serves the public governance and the relevant system and policy formulation,and enriches the content of the era of the modernization process of national governance system and governance capacity. |
