Risks And Avoidance Of Policy Problem Construction Driven By Data Governance

As a tool of government to govern society,the scientific value of public policy is self-evident.Further,whether public policy can solve real social problems determines the effect of policy to a large extent.In other words,the construction of policy issues,as the starting link of the policy process,is the logical starting point of the whole policy life cycle.From the point of view of our country's public policy practice,the traditional public policy problem construction method focuses on the characteristics of authority promotion,closed one-way,qualitative analysis and so on,which produces such as unclear expression of interests,mismatch of effectiveness,frequent path dependence and many other disadvantages.In this regard,the construction of policy issues of public participation and political-civilian interaction has gradually replaced the traditional path,and has received the attention of the theoretical and practical circles.It can be seen that the rise of big data wave in the world,so that data governance technology has become one of the new directions of global public management development.In the data age,data governance provides an efficient and convenient technical path in promoting economic development,realizing social governance,or constructing service-oriented government and enhancing citizens' ability to participate.In this context,data governance is also applied to the whole process of data collection from data collection to data processing application by policy problem builders.It is embodied in data encoding,data cleaning,data storage and data fusion of many elements to achieve standardized,intelligent data processing.However,the use of data governance thinking and technical methods is not perfect,in the data information collection,storage,processing,application and other links will produce certain risks.This paper divides it into moral hazards further deepened by information asymmetry and power rent-seeking,technical risks caused by imperfect platform construction,immaturity of technology,and social risks caused by the expansion of data governance technology as a source of new risks to the public policy field.The cause of moral hazard comes from the information asymmetry phenomenon further expanded by the dominant policy problem builders caused by the wide application of data governance technology,the technical risk is the risk caused by the imperfect data governance technology of policy information processing platform and policy problem builders,and the cause of social risk is the social phenomenon caused by the rapid increase of social problems.For the above reasons,optimizing the order of political participation in data governance,eliminating the phenomenon of weakening information asymmetry and broadening the source of information for the construction of policy issues will be effective measures to resolve the moral hazard of data governance in the construction of policy issues,improve the government's data processing capacity,build a perfect government information management platform and strengthen the technical training of government workers will effectively avoid technical risks,and improve the laws and regulations of data management for social risks.Improving the professional ethics and professional ethics of public officials and optimizing the social environment of data governance will be reliable measures to avoid risks.
