Study On The Function Of Grass-roots Government In Rural Tourism Development

The rural revitalization strategy proposed in the report of the 19 th National Congress of the Communist Party of China has given a new mission to further promote the development of rural tourism,and also brought new opportunities for the development of rural tourism.Grass-level government,as the meeting point of government and people to implement central decision-making and directly contact with farmers,is an important force to promote the development of rural tourism.However,there will also be some problems that interfere with the development of rural tourism in the process of grassroots government’s performance of duties.In order to promote the healthy and sustainable development of rural tourism,it is necessary to conduct a systematic and scientific research on the problems existing in the current rural tourism development and the functions that the grass-roots government should undertake.Based on the basic functions of the government in rural tourism development since the situation as the breakthrough point,Sandu Town in Zhejiang Province as an example,using literature analysis,case analysis and questionnaire investigation method,thought in the process of rural tourism development at the grass-roots level government undertakes the overall coordination,industry development,service,supervision,management and culture,and other functions of the five.Summary refining Sandu Town government in rural tourism since the work started with the above five aspects of functions,analyze the existing problems and reasons,targeted to learn good practice at home and abroad for reference,put forward Sandu Town government since the optimization countermeasures in rural tourism development:First,a prominent to overall coordination function,making scientific development plan;Second,the function of industrial development should be highlighted to form a diversified financing mechanism;Third,we should highlight the function of service guarantee and improve the level of service ability.Fourth,the supervision and management functions should be highlighted and the supervision system and mechanism should be improved.Fifth,we should highlight the leading function of culture,promote the brand and guarantee talents.
