A Study On The Promotion Of The Integration Of Rural Three Industries By The Grass-roots Government

To promote the integration of Rural three industries is an important way to enhance the competitiveness of agriculture,increase the income of farmers,improve the rural environment,stimulate the endogenous power of rural areas,and realize the revitalization of rural areas.In2017,the opinions of the general office of the Ministry of agriculture on supporting the establishment of the pilot area for the integrated development of rural primary,secondary and tertiary industries(ABC [2017] No.20)was issued,and the establishment of the national pilot area for the integrated development of rural tertiary industry was carried out.In this context,the grass-roots government,while carrying out the requirements of the higher authorities,based on the local reality,has issued the implementation plan to promote the integration of Rural three industries,mobilize the enthusiasm of farmers’ development,cultivate local leading enterprises,promote the intensive use of land,strengthen the industrial chain,and promote the revitalization of rural areas,which is particularly important.This paper takes the function of grass-roots government in promoting the integration of Rural three industries as the research object,adopts the methods of literature research and investigation,selects Huimin County Government as an example,takes the problem as the guide,and finally puts forward the solution.First of all,taking Huimin County Government as an example,through analyzing the current situation of the integration of the three industries in Huimin County,especially the "agriculture +" integration path of the three industries in the characteristic industries of seedlings,edible fungi and vegetables explored by Huimin County Government,we affirm the experience and practice of Huimin County Government.It mainly includes: making policy,strengthening development and guiding organization construction;organization construction,establishing specialized service;system guarantee,making industrial plan;land guarantee,deepening land system reform;supervision guarantee,strengthening market supervision;platform service,creating brand,strengthening e-commerce cooperation.Secondly,through the investigation,we find and analyze the problems of Huimin CountyGovernment in promoting the integration of Rural three industries.It mainly includes: the effect of guiding the transformation of agricultural industry is not obvious,the industrial integration planning is not scientific,the professional talent team is not perfect,the government’s enthusiasm to mobilize the market is poor,and the policy formulation and implementation are difficult.The causes include: the lack of emancipation of the mind,the obstinacy of the agricultural industry;the low financial income,the inadequate function of economic regulation;the small attraction of talent recruitment,the lack of talent reserve;the government’s excessive intervention in the market;the lack of effective research on the integration and development of local industries.Thirdly,through the research on the practices of the three local governments in Shuyang County,Jiangsu Province,Shouguang City,Shandong Province,and Pingquan City,Hebei Province,it can provide reference for the grass-roots government to promote the integration of the three industries in rural areas.Finally,on this basis,this paper puts forward countermeasures from five aspects:strengthening government guidance,changing rural development ideas;accurately positioning,making long-term development plans;strengthening the construction of talent team,giving play to scientific and technological forces;in-depth research,playing a leading role in the market;supporting policy services,strengthening supervision and management.
