| The government of china stated that not only national tax agency but also local tax agency,which below the provincial level will be merged,in March 2018.And the combination means that after the separation of 24 years,the new tax bureaus will come back.Besides,the new tax bureaus will continue to complete the duties of tax collection and management of non-tax income.The reform of the tax institution contains many problems,such as large scope,many personal problems and a large number of people.The government have to solve some questions for the staff of the tax system and help nearly one million tax officials find their belongings.After the institution combined,the new institution faces a series of problems,such as the staff reduction,reduced number of leadership positions and so on.It is important to optimize the structure of tax workers,eliminate tax workers inner concern,improve the enthusiasm and the ability,foster a structure optimization,business skilled high-quality professional tax cadres,and it is also a major issue with the tax authorities at all levels to be solved urgently.The tax system of C City,which has 2223 official workers,13 counties and districts and 7 out agencies,is in the possession of the central and local government.After analysing the current situation of the team construction of the tax system of C City,it is easy to find some problems,such as the age factor,the academic background related to the tax,the limited space for workers improvement,the small number of leadership positions,and the freezing workers.In the other hand,because of the limitation of the traditional management concept,the tax system lacks professional human management,and the department of the education unit has to bear many heavy tasks,according to the above,it is difficult to make full use of their talents.Under the background of economic globalization,both domestic and international tax environment has been complexing,China faces the challenge of deepening the reform of tax,and the tax system reform should be regarded as an opportunity to build a reasonable structure,skilled and energetic professional tax cadres,scientific development provide powerful talents support for tax career,is the main goal of the current tax cadres construction and important task.In this view,the thesis puts forward some measures for the construction from these five aspects: clear goal,strengthening training,paying attention to incentive,strict assessment and cultural guidance. |
