Research On The Construction Of Cadres In Grass-roots Tax System From The Perspective Of Public Management

With the gradual transformation of the role of the government to a service-oriented model,the power of administrative management is constantly transferred to the grass-roots level,which puts forward higher requirements for the overall quality and performance ability of the cadres of the grass-roots tax bureau.As a "big account" for the recruitment of grass-roots tax bureau cadres every year,after the reform of the national tax and local tax collection and management system,the national tax and local tax agencies at the provincial level and below the provincial level have been merged,and the problems of talent shortage,personnel flow and job burnout of grass-roots tax cadres have become increasingly prominent.This paper takes the on-the-job cadres of Y city and county(city or district)tax bureau as the research object.From the perspective of public management theory,this paper applies the knowledge learned and combines research methods such as questionnaire survey and interview analysis to analyze the problems existing in the cadre team construction of grassroots tax bureau,such as unreasonable structure of cadre team,rigid management mode and lack of human management talents.This paper analyzes the causes of the problems from four aspects: insufficient foresight of team construction,imperfect talent training mechanism,imperfect encouragement mechanism and insufficient humanistic care,and actively develops human resources and optimizes team structure.Deep cultivation and fine management,break the rigid shackles;Strengthen humanistic care,strengthen the cultivation of talents;The paper puts forward corresponding countermeasures from four aspects of strengthening humanistic care and stabilizing talent team.
