| Scholars have paid a lot of effort on the question,their researches emphases on different points,such as the construction elements,the power of digital government,government governance practice,technology determinism,system determinism,etc.,but few scholars discuss the role of the interaction between technology and system in the construction of digital government.Under the background of the deepening combination of digital technology and government governance,how to make better use of technology in the construction of digital government? How to make the system work? How can technology and system interact to better serve the construction of digital government? This paper attempts to discuss the above questions."City without Certification" reform in Jinhua was successfully selected into the the first batch of national demonstration projects for building a law-based government.It shows the Jinhua speed of benefiting the enterprise and the people and optimizing the business environment.The reform of City without Certification" in Jinhua is a representative sample of the practice of digital government construction.Therefore this article selects it as the research object,in order to analyze the interaction between technology and system.Firstly,it will investigate digital technology and the system of interactive path in the construction of the government.Secondly,through technical practice,it will explore the solve the realistic problems in the interaction.Thirdly,from the view of digital governance system,it can provide further interactive feasible suggestions,so as to promote the practice of digital government construction.This paper attempts to construct the framework of interaction between technology and institution in the construction of digital government which based on the theory of digital governance and the framework of "Technology-Institution" proposed by Jane Fantine.This paper points out that as a powerful tool for the construction of digital government,technology is embedded into the digital transformation of government from the aspects of information sharing,functional integration and cross-department cooperation;the system enables the government’s digital transformation from the policy support and system guarantee levels;what else,technology forces the development of digital system,and the system shapes the development of digital technology in the aspect of the mutual construction of technology and system.The results show that the interaction between technology and system has greatly promoted the process of digital government construction.In the reform of "City without Certification",It has realizes that "You Prove to Me" to "I Prove it for You","Data Gap" to "Data Sharing","Function Division" to "Function Complementary","Data Resources" to "Data Well-Being".But at present,there are still some problems in the construction of digital government,such as data security risks,different cognitive choices,system vacancy and talent vacancy,which are affected by technology,concept,system and talent team construction.Therefore,in order to play a good role in technology and system relationship in the construction of government digitalization,it is necessary to work harder in the following aspects,like technology supplement,system coordination,mechanism improvement and talent echelon construction. |
