Study On Implementation Effect Of "Special Post Project" In L County Of Baise

" Special-post Project " 2006 by the Ministry of Education,Ministry of Finance,the ministry of personnel and the public four ministries jointly launched the "on the implementation of rural compulsory education stage school teacher AD hoc jobs plan" for short.It is an educational policy that innovates the supplementary mechanism of rural compulsory education teachers,strengthens the construction of rural compulsory education teachers and promotes the balanced development of rural compulsory education.L County used to be a national key poverty-stricken county,located in the western minority areas,reservoir migration areas,old revolutionary areas,and rocky desertification areas in Yunnan,Guangxi and Guizhou,with backward economic development and slow development of education.Since the implementation of the "Special-post Project " in 2010,the supplemented special Gang teachers have brought vitality to the education of L County.Based on the target group perspective of the “Special-post Project” in a station poverty-stricken county,this study aims at acquiring the repercussions of“Special-post Project” by learning the most direct and sincere feelings from teachers of this project.Literature review,interview and questionnaire are adopted as research methods.Under the guidance of Dunn’s criteria for public policy evaluation and public policy system theory,combined with the local actual situation,an index system for evaluating the effectiveness of policy implementation in target groups was constructed.This research will be summarized as the following points: First,the fairness of access link is not proper;Second,the efficiency of resource integration and policy implementation is not high;Third,the interest policy implementation response is not strong;Fourthly,the professional development of special post teachers is insufficient;it is special teachers turnover rate is high,the policy effect is not stable And further pointed out that policy main body mechanism fuzzy target groups own consciousness and professional ability is not high Policy environment,and is caused by the current L county,questions the reasons behind the work plan Finally,the comparison,think from the perfect organization management mechanism for changing the concept of the target group and create a good policy environment and so on to improve the implementation effect of "Special-post Project " in L county.
