| Special children belong to vulnerable groups,and education for special children has always been a topic of concern in the field of education.With the release of the Salamanca Declaration and the Programme of Action for Special Needs Education at the international level,the scope of special children has gradually expanded from three categories of children with disabilities to children with special needs.With the improvement of the scope of special children and the continuous development and improvement of the national education system,policies have been issued to improve the relevant laws and regulations on special children’s education.Improving the standardized management of special education system has become an important means to promote the development of special children’s education.The education policy for special children itself is an important part of the national education system,and the development of special education is also of great significance to the improvement of China’s general education system.Therefore,this paper adopts the policy quantitative research method,selects the special children’s education policy issued at the central level,and analyzes the matching of the central special children’s education policy targets and instruments under the guidance of the policy instruments theory and the policy instrument combination research review.At the same time,in order to further explore the applicability of policy targets and instruments,and strengthen the value of policy quantitative application,this study is application-oriented.Based on the collaborative filtering recommendation algorithm,a policy instrument recommendation system based on the framework of policy targets and instruments is constructed.On the basis of forming tool application preferences for policy analysis,the policy instruments under the same target are scored to complete instrument recommendation.The first is the study of the central special children’s education policy.According to the Action Plan for the Development and Improvement of Special Education during the "Fourteenth Five-Year Plan" and the existing documents,this paper constructs a two-dimensional special children’s education policy analysis framework based on "policy instruments(X)-policy targets(Y)",and under this framework,carries out a single-dimensional analysis of policy targets,instruments and two-dimensional matching analysis of the special children’s education policy at the central level.Form preferences for the application of policy instruments.Secondly,a policy instrument recommendation system based on special children’s education policy target-instrument framework is constructed using the idea of collaborative filtering algorithm.The implementation process includes data preprocessing,policy scoring matrix construction,policy similarity matrix construction,scoring according to the similarity matrix,selecting evaluation indicators to test the model and finally forming the instrument recommendation results.Through the above research,this paper draws the following three conclusions:First,"improving the special education system","improving the special education security mechanism" and "strengthening the organization and implementation" are the main targets of the development of special children’s education in China.Second,China’s education policy for special children has applied more authoritative instruments,which is still at the primary stage of the development of special children’s education.Third,China’s special children’s education policy objectives-policy instruments are not matched enough,and the imbalance in the application of instruments is obvious.Finally,according to the problems found in the study of special children’s education policy,the paper puts forward policy recommendations to promote the development of special children’s education in China,including: improving the target system of special children’s education development,optimizing the use structure of special children’s education policy instruments,and improving the matching degree between the targets and instruments of special children’s education policy,so as to promote the development of special children’s education and improve the system.To ensure the legal rights and interests of every special child to receive education. |
