Since 2006,the Ministry of Education,the Ministry of Finance,the Ministry of Human Resources and the Ministry of Social Security,and the Office of the Central Organizing Committee have jointly launched the "Special Posts for School Teachers in Rural Compulsory Education",referred to as the "Special Post Plan".In order to alleviate the shortage of teachers in rural poverty-stricken areas in China,we will supplement teachers in rural and remote areas,promote the development of local education,and improve the overall level of education in China.Since its implementation,the Special Post Program has achieved remarkable results,not only for the local delivery of a large number of outstanding young teachers,but also for the innovative ways of supplementing teachers,providing long-term effectiveness for the quantity,quality and structural needs of teachers in rural and remote areas.Protection.Based on the perspective of special post teachers,this study builds an indicator system for the effectiveness evaluation of the special post plan policy based on the corresponding standards.It includes three first-level indicators,including the implementation of the special post plan,the status of the special post teachers,and the working environment.Nine second-level indicators were set up,questionnaires were prepared according to the indicator system,questionnaire surveys and interviews were conducted for special-skilled teachers in Kashgar,Xinjiang,and statistical software was used to analyze the statistical results.Through questionnaires and interviews,it was found that the implementation of the special post plan has made outstanding contributions to the development of education in Xinjiang,but there are also some problems.The policy propaganda is not in place,the teachers are faced with tremendous psychological and physiological pressure,and the professional development of teachers is limited.Problems such as general occupational recognition and imperfect assessment mechanism.Through the analysis of AMOS software,it is found that the factors that have the greatest impact on the effect of the special post plan policy are the professional development of the teacher and the professional identity.There are many factors that affect the policy effect of the special post plan.Based on the analysis results and the survey results,The reasons for analyzing the problems mainly include the following aspects:First,there are deviations in the policy implementation process,followed by the policy target group--special post teachers,including the special factors of the special post teachers and external objective factors,and finally it is the influence of the natural environment and the social environment.In view of the problems existing in the special post plan and the causes of the problems,the comprehensive and multi-faceted optimization of the special post plan.First,we must strengthen publicity and supervision,promote the implementation and implementation of policies,secondly enhance satisfaction and humane care,improve and improve the survival status of special-skilled teachers,and thirdly,promote the professional development of teachers through multiple channels and multiple channels.Actively enhance and enhance teachers' professional identity.The fifth is to improve the assessment system and accelerate the pace of infrastructure improvement.
