How Can Ambiguity Policies Be Enforced Across Systems?

Fuzziness policy generally exists in our country’s policy practice field.For the consideration of the costs and benefits of policy making,or to improve the adaptability of policies to different application scenarios,policy makers will choose to maintain a certain degree of ambiguity.According to the existing research,fuzzy policy implementation pays more attention to the fuzzy and conflicting attributes of the policy itself,but pays less attention to the situation that the policy implementation involves cross-system and multi-departments.In order to further study the internal logic of implementing the fuzzy policy across the system departments,this paper attempts to analyze the problem by using the case analysis method.When using the fuzzy-conflict model to analyze policy implementation,this paper introduces the perspective of relationship between departments and regions to build an analysis framework according to the practical needs,and studies the policy implementation modes in different stages of tax security work in S City.The relationship between departments and regions will affect the key resources of the implementation mode,and then affect the effect of policy implementation.In this paper,the fuzzy policy implementation under the influence of relationship between departments and regions is divided into four types:experimental implementation under cooperative co-governance,political implementation under misalignment of responsibilities,symbolic implementation under common avoidance of responsibility,and administrative implementation under cooperation and mutual integration.On this basis,it explores how the change of relationship between departments and regions affects the transformation of policy implementation modes.Based on the discussion of different types,this paper finds that the problems existing in the implementation of fuzzy policies are mainly manifested as:data standards are not uniform across the system departments,communication efficiency is low,cooperation and cooperation is difficult,conflicts between rules and regulations and progress among blocks is not uniform,etc.The causes of the problem are further analyzed from the following six aspects:the degree of informatization between the cross-system departments is not balanced,the operation of the long-term mechanism is not smooth,the long-term and short-term interest conflicts,the legal support of the supporting system is not enough,and the overall planning of the "block" in the relationship between departments and regions is not enough.In view of these problems,this paper puts forward countermeasures and suggestions from the level of unified cognition,operation guarantee,legal support and technical support,strengthens cross-system cooperation,effectively reduces the ambiguity and conflict of policies,and strives to achieve good policy implementation effects.
