Research On The Dilemma And Countermeasures Of Rural Governance In The Context Of Rural Revitalization

Since the reform and opening up,especially the implementation of the household contract responsibility system,our country’s rural landscape has changed a lot from the past.The living standards of villagers have improved,the rural environment has improved,and the overall rural development trend is positive,especially in the report of the 19 th National Congress of the Communist Party of China,the "Rural Revitalization Strategy" was put forward for the first time,which further promoted the development of the countryside from the strategic height of top-level design.However,the current rural governance still has many weak links,which are not conducive to the harmony and stability of the village.With the smooth development of our country’s poverty alleviation work,now is a good time to revitalize the countryside.In this regard,we must firmly grasp this historical opportunity to improve the rural governance system.At this stage,with rural revitalization as the background,exploring the rural governance system has both academic value and practical significance.Taking the "Rural Revitalization" strategy as the macro background,taking the rural governance of T district as the research object,using the methods of literature,comparative analysis,field survey and other research methods,this paper makes a systematic analysis of the dilemma of rural governance in T district under the background of rural revitalization,and clarifies that the dilemma of rural governance in T district is: the grass-roots party organizations do not give full play to their role as a fortress,the grass-roots party organizations do not give full play to their role in rural governance There are serious loss of rural elite population,insufficient supply of public goods,and the system of villager autonomy is a mere formality.In view of the difficulties existing in T district,this paper further analyzes the internal reasons from the following aspects: the weak awareness of the rule of law of grass-roots government staff,the lack of internal driving force of agricultural economy,the defects of rural grass-roots public service supply mechanism and the imperfection of grass-roots democratic mechanism.Finally,through the comparative analysis of foreign developed countries,this paper puts forward some countermeasures and suggestions to further improve the rural governance in T district: improve the villager self-government mechanism and organization;expand the scope of democratic participation and promote the benign interaction of the main body;pay attention to the construction of the talent team and give play to the leading role of rural talents and attaches importance to the application of network technology to build a smart governance system.The paper has 5 pictures,1 tables and 80 references.
