The Current Situation, Problems And Countermeasures Of Rural Living Environment Governance In Hechuan District Under The Background Of Rural Revitalization

With the continuous development of Chinese economy and society,Chinese rural areas had also presented great changes,appearing a new scene in the new era.However,under the long-term unbalanced urban-rural dual structure development pattern,due to the lack of attention,low investment,and unsound mechanism of the rural human settlement environment by governments at all levels,the problem of dirty,chaotic,and poor human settlements in rural areas in my country has been resolved.It is more prominent,and there is still a big gap between the rural residents' demand for a better life,which restricts the further development of my country's economy and society.The No.1 Central Document in2021 pointed out that during the 14 th Five-Year Plan period,my country will fully implement the five-year action to improve the rural human settlement environment to further optimize the rural residential environment.Therefore,summing up the shortcomings of the previous governance and thinking about how to more effectively promote the governance of the rural human settlement environment is the focus of the current work of governments at all levels.On the basis of combing the relevant literature on the governance of rural human settlements at home and abroad,this paper selects Hechuan District,which is in the forefront of economic and social development in western Chongqing,as the research object,and uses the theory of rural governance and the Two-mountains theory to go deep into Hechuan District.On-site investigations in towns and villages to understand Hechuan District's experience and practices in the governance of rural human settlements and the remaining problems.Through the introduction of the current situation of pollution prevention,housing safety,village planning and construction,and public services in the governance of rural human settlements in Hechuan District,it is found that the governance of rural human settlements in Hechuan District still has a single governance subject;agricultural pollution is still severe;the construction of facilities is lagging behind,the management mechanism is not perfect;the investment in governance funds is insufficient;the rural cultural life is lacking and other problems.Analyzing the reasons,the author believes that the rural aging and hollowing are serious,and the villagers participation is not high;the environmental protection conscientiousness of villagers is backward;the financing channels are single and the self-raising funds are weak;the management and protection mechanism is not sound,and the evaluation is just a formality;Caused by insufficient cultural supply.In response to the above problems,the author believes that it is possible to innovative governance system;strengthen publicity and education to cultivate the environmental protection conscientiousness of villagers;continue to promote infrastructure construction,improve management and protection mechanisms;expand funding channels,strengthen funding guarantees,and speed up the construction of rural spiritual civilization.Try to solve it in all aspects.Provide a certain reference for the governance of rural human settlements in other regions.
