Research On The Management System Of The Government-led Economic And Technological Development Zones

The economic and technological development zone,as a pioneer and test area for institutional and institutional reform,has played an important role in boosting regional economic development and institutional innovation by relying on special policy advantages and its own development vitality,focusing on industry-led development of featured industries,paying attention to "one-window" acceptance and "one-stop" services.But at the same time,under the situation of continuously increasing macroeconomic downward pressure,the development zone is facing the situation of weakening policy advantages,obvious tendency of administrative reinstatement,increasing difficulty of attracting investment and increasing homogeneous competition.Therefore,it is urgent to solve the development problems by accelerating the reform of system and mechanism based on its own reality and creating the optimal business environment.Based on the actual situation of the W economic and technological development zone,this paper studies the experience of advanced development zones at home and abroad and,on the basis of summarizing the problems existing in the management system of the development zone and the causes,puts forward countermeasures and suggestions for improving the management system of the development zone,which is of great significance for solving the bottleneck of development of the development zone in China.At the same time,in the context of deepening reform,it’s also important for the government to reform the government,to deepen the reform of the "Management Service" and to build a better business environment.First of all,this paper explains the concept and connotation of the development zone and the management system of the development zone,and summarizes the current research achievements on the management system of the development zone at home and abroad.Second,it summarizes the basic process of the development and evolution of the management system of W development zone in chronological order.Third,it summarizes the problems existing in the management system of the W development zone,mainly including the lack of legal status,unclear function orientation and serious tendency of administrative reversion.In view of that above problem,based on the actual situation of W development zone,the reasons of the problems were found: incomplete legal regulation,lack of long-term target positioning,functional expansion pressure,and the unsoundness of the intermediary organization.After analyzing the causes of the problems,a summary is made on the development experience of the Japanese building wave science technology park,Jiaxing economic and technological development zone and Qingdao economic and technological development zone.Finally,based on the above experience of the management system of the development zone,this paper puts forward the corresponding countermeasures and suggestions to improve the management system of the development zone: establishing and perfecting the legal system,clarifying the functional orientation of the development zone,speeding up the reform of the system and mechanism,cultivating and developing the social intermediary organizations,etc.
