From Institutional Embeddedness To Endogenous Development

The current rural grassroots deliberative governance is mainly promoted by the state from top to bottom in the process of modernization,with distinct externalities.However,China’s rural areas are formed naturally,and the rural community is complex and endogenous.The unidirectional embeddedness of institutions makes deliberative governance authoritarian,which is prone to a situation of growth but no development,namely "institutional Involution".Reflecting on the existing research,this paper thinks that the endogenous development of deliberative governance is a possible path for the rural governance.This paper focuses on the issue of "how to realize the transformation of rural grassroots deliberative governance from institutional embeddedness to endogenous development".Based on the theory of deliberative democracy,institutional embeddedness,and endogenous development,this paper constructs an analytical framework of "institutional embeddedness——endogenous development" and probes into the growth path of rural grassroots deliberative governance by using research methods of interview,case analysis,and comparative analysis.It is found that the growth mechanism of rural grassroots deliberative governance is top-down institutional embeddedness and bottom-up endogenous development.The relationship between the two is not isolated,but shows an obvious "strong and weak" trend.The system-embedded deliberative governance is prone to dependency dilemma,subjectivity dilemma,procedural dilemma,and sustainability dilemma in practice.However,endogenous deliberative governance can return to the origin of autonomy,activate endogenous resources,improve villagers’ negotiation ability,improve negotiation procedures,embed negotiation in Villagers’ daily life,maintain the system’s sustainability,and achieve good governance in rural society.Therefore,we should promote the transformation of rural grassroots deliberative governance to endogenous development.To encourage the endogenous development of deliberative governance,we need to consolidate the material basis of consultation,strengthen the construction of consultation subjects,improve the consultation mechanism,smooth the consultation channels,and maintain the system’s endogenous characteristics.
