Since the beginning of reform and opening up,China’s social economy has entered the fast lane of development.After more than 40 years of development,China has become the second largest economy after the United States.At the same time,China is in the period of comprehensively deepening reform,with the transformation of economic structure,the adjustment of social interest relations,and the complex and changeable forms of public value orientation,thinking mode and interest pattern.In the era of new media,there are a large number of users using the Internet.The Internet has penetrated into all aspects of people’s lives and is a platform for citizens to exchange ideas,express demands and seek communication.Nowadays,the characteristics of media communication,such as networking,instantaneity and interactivity,especially when the society is in a certain crisis state,the demand for social stability increases the government’s demand for authoritative information release and public opinion The intensity and difficulty of public opinion control and public opinion guidance enhance the media management requirements of government’s response to public crisis.In order to further improve the government’s governance ability and the level of modernization,it is necessary to make up for the defects in media management.The government’s public crisis response is an important part of the government’s public management,and it is also one of the standards to test the government’s management ability.The research on media management is of great significance to crisis response.Improving the efficiency of media management and giving full play to the media function can improve the efficiency of public management and governance,and highlight the advantages of the socialist system with Chinese characteristics to the world.However,the research on media management in government public crisis started late,and the related theoretical research is less,so it should become the focus of contemporary government public crisis management.This paper is divided into seven parts.The first part is the introduction,which mainly describes the research background and significance of this paper in detail,summarizes and evaluates the research status of crisis management and media management at home and abroad,and introduces the research ideas and methods,innovation and shortcomings of this paper.The second part explains the core concepts and related theoretical basis of this paper,focusing on the public crisis,traditional media and new media,government media management concept and crisis management 4R Theory,media duality,communication theory,governance theory.The third part is the interpretation of the general situation of China’s government media management,focusing on the analysis of the composition and effectiveness of government media management in public crisis response,pointing out that in China’s government media management,the core role of mainstream media has been fully reflected,and the role of new media has been effectively played;the government’s role and media effect have enhanced the government’s response to public crisis.The fourth part is novel management in the COVID-19 response case study,from the basic situation of Wuhan media management,the government media management challenge,response measures and the results achieved in the epidemic crisis,and reflects on the gains and losses of government media management in the epidemic response.The fifth part is to analyze the problems of government media management in public crisis response,from the aspects of legal system and policy,management system,public opinion guidance,management technology,management personnel,collaborative management and so on.The sixth part from the United States,Japan two countries of government media management,analyzes the characteristics of the two countries’ media management and the significance of our government media management.The seventh part is the countermeasure research.According to the problems,from the perspective of media cognition,laws and regulations,personnel training,media management technology and collaborative management,this paper proposes to strengthen the cognition of media function and influence in public crisis response;increase the supply of government media management laws and policies,improve the media management law system;deepen the system reform,straighten out the operation mechanism,improve the media governance system;speed up the media governance specialty In the last part,the author summarizes and prospects the research of this paper.
