Public crisis management is based on government leading, the whole society to participate in the dynamic management process.The government, the media and the public are one of three basic elements, they are interdependent and indispensable, constitute a complete symbiotic system."Moderate response" is one of a public crisis management principles to be followed. In practice, however, due to the shackles of systems and concepts, led to the prevalence phenomenon of non-moderate response at the Government, the media and the public,such as the excessive expansion of the authority of government,the media hype over the crisis,public non-rational behavior,ect.Through the analysis,non-moderate response is a chain reaction,only connected the three,build a virtuous circle model,can eventually achieve an moderate response to public crisis management.This paper in accordance with ask questions, analyze problems and problem-solving ideas,First pointed out the significance of the appropriate response in public crisis management,and build the government, the media and the public moderate response model;Then separately from the Instrumental rationality and Value rationality combining perspective,the Freedom of the press and Social responsibility combining perspective, the Civil rights and Obligations combining perspective,defined the moderate response of government,media and public in crisis,then analyzed the way of the three to construct an moderate response;Finally from the perspective of game theory,analysis of the current government,media and public's low level of tripartite game and its consequences,and how the three in the interactive process to achieve a high level of balanced game that is moderate response,then proposed solutions.
