"Three Societies Linkage" In Community Emergency Management Of Public Emergencies

The Third Plenary Session of the 18 th CPC Central Committee put forward new requirements for innovating social governance,which has become an important part of promoting the modernization of governance capacity and governance capacity system.The innovation of social governance pays more attention to the development of the governance subject from the government,which is a single subject,to the diversified subject with the participation of various forces.After the large-scale outbreak of COVID-19 in Wuhan in 2020,intensive epidemic prevention and control work began across the country.In the nationwide epidemic prevention and control work,governments at all levels,relying on the guidance of Party building and giving full play to the role of "three social organizations",organized social organizations,social workers of Party members and volunteers to participate deeply in the epidemic prevention and control work at the grassroots level through Party members’ sinking and volunteer services.Under the overall leadership of community Party organizations and neighborhood committees,social organizations link and coordinate various social resources and forces to provide life,psychological,medical,education and other services to community residents,which has limited the risk and harm of the spread of the epidemic.Based on the current reality,this paper studies the specific practices of the linkage of the three communities in the emergency management of public emergencies in the community,analyzes the existing problems and puts forward corresponding countermeasures,which is helpful to improve the quality and level of the "linkage of the three communities" to participate in the emergency management of the community and explore a new path of the emergency management of public emergencies at the grass-roots level.This paper takes the community emergency management "linkage of three societies" as the research theme,using literature research,case study and interview method.Starting from the development course and specific content of China’s emergency management,according to the political and economic factors in different periods,the development of China’s emergency management is divided into four stages,and the characteristics and changes of each stage are discussed.At present,China’s community emergency management in the legal system,mechanism,personnel,community services and other aspects has made a certain development,but the "three social linkage" in the operation mechanism,relevant guarantee mechanism,supervision and assessment,there are still some problems,through the specific case analysis,the effectiveness and existing problems are still in sight.This paper takes Baibuting community of Wuhan as an example,and on the basis of in-depth investigation,understands the specific measures and achievements of the "three social interaction" in the epidemic air defense of Baibuting community.Based on this,this paper puts forward optimization measures from the aspects of government coordination,participation subject of guarantee mechanism and integration of the three communities to solve the problems existing in the "linkage of the three communities" to participate in emergency management in China...
