Studyon The Emergency Linkage Mode Of Ordos

At present, the "Sort Management, Graded Responsibility,Localized Management" model while handling emergencies was adopted by governments at all levels.SinceEmergency HandleSystemhas been established based on the administrative jurisdiction, local governments’ response to public emergencies within their administrative domain can be clearly in responsibility, quickly in action. However, the emergency management resources in single region and sector are always limited. There has been an urgent need to establish emergency mechanism of multi-regional, multi-sectorialintegration to effectively deal with various emergencies.That is the reason why integrated emergency response system has important significance for strengthening local government’s capability for emergency response and handling.Using the OrdosCity integrated emergency response model as the research object, this thesis analyzes the current status of Ordos city emergency management, the existing problems and causes,emphasizing the importance and urgency of establishing integrated emergency response model.Via case analysis of integrated emergency response mode applied at home and abroad, the common characteristics of "Four Patterns", applicable environment and condition, application effectswere analyzed. After pointing out the main factors and the evaluation index for selecting integrated emergency response model,the model which is suitable for Ordos city integrated emergency response was determined by the Analytic Hierarchy Process method.The applicability of this very model from "Information Communication Effectiveness" prospective was analyzed. Finally, itproposes constructive measures for Ordos city’s optimal design for information communication mechanism and integrated emergency response system.Through the comparative study of urbanintegrated emergency response models, this thesis explains emergency response modelselection factors, the evaluation index system,andverification method based on the information communication effectiveness.It could provide some reference values for urban emergency response modelselection.
