Research On The Management Strategy Of Social Credit Archives From The Perspective Of National Governance Modernization

The modernization of state governance is a new requirement for the coordinated development of superstructure under the background of China’s social and economic development,and is the inheritance and redevelopment of Marxist state theory.Social credit file is the most basic part of social credit system.With the enhancement of the concept of multi subject governance,social credit archives are an important bridge for archives departments to manage archives and participate in national governance.To realize the effective management of social credit archives is not only to unilaterally promote a kind of special archives to meet the needs of the market and the public,but also to promote the modernization of archives cause and promote archives to participate in national governance.This paper takes the modernization of national governance system as the intervention perspective,takes the social credit archives management strategy as the research object,studies the relationship between the two,clarifies the logical relationship between "modernization of national governance social credit system social credit archives management",analyzes the problems existing in the current social credit archives management in China,and then puts forward the optimization strategy for the social credit archives management.This paper is divided into six parts.The first part is the introduction,which briefly describes the background and significance of this topic.On the basis of reading and analyzing the relevant literature at home and abroad,this paper determines the research ideas,research methods and innovations.The second part is to introduce the related concepts of national governance modernization and social credit archives,and analyze the relationship between them,indicating that social credit archives is an important part of national governance modernization.For the third part of the establishment of a new social credit system to pave the way.The third part is the analysis of the necessity of establishing a new social credit system.First of all,it discusses the current situation of China’s existing social credit system,and then makes an in-depth analysis from the three levels of the state,the government and individuals to demonstrate the necessity of establishing a new social credit system.The fourth part is based on the analysis of the status quo found that social credit file problems.This paper analyzes the causes of the problems from four aspects: laws and regulations,department management,archives resources and information quality.The fifth part,based on the previous,puts forward the specific management strategies of social credit archives from the perspective of national governance modernization.This paper makes a comprehensive discussion from the following four aspects: cultivating the awareness of multi subject credit archives,improving the legislation of social credit archives,actively intervening in the management of archives departments,and taking information technology as a breakthrough point.The sixth part is the conclusion,which makes a brief summary of the full text,points out the shortcomings of the article and puts forward the prospect.There are three innovations in this paper: first,the research perspective is novel.This paper chooses the modernization of national governance in political science as the breakthrough point,through the study of the existing practical results,explains the new idea of establishing a new social credit system,and from this idea guides the management of social credit archives;second,it provides a feasible entry point for archives governance.It is helpful to expand the research scope of social governance function of archives to a certain extent;thirdly,it clarifies the problems existing in the boundary of collection and utilization of social credit archives at present,puts forward the means of guiding concept,perfecting legislation and department intervention,and uses emerging technology to participate in social credit archives management as countermeasures,so as to provide reference for the practice of social credit archives management.
