Study On The Construction And Administration Of Resettlement Houses In Urban Villages Renovation Of M District In Zhengzhou City

With the development of the city,under the horn of new urbanization,urban villages are gradually undergoing demolition and reconstruction.After the demolition,the government management platform organizes the construction of resettlement houses which are specially used to resettle the demolished villages.Governments at all levels,from the state to the local governments,have attached great importance to the housing problem of the people.Only when the people live in peace and comfort can they live and work happily,which is closely related to the economic development and growth of the whole country and the stability and harmony of the whole society.Further speeding up the construction of resettlement houses in urban villages and meeting the basic housing needs of the masses is an important task for a new type of urbanization centered on people and harmonious society.This article combines with the theory of government function and holistic governance,analyzes the problems and reasons existing in the construction and management of resettlement houses in urban villages renovation of M district in Zhengzhou City,and puts forward policy suggestions.It is carried out through literature analysis,interview method,case analysis method and other research methods.The main problems in the process of construction and administration in urban villages renovation of M district in Zhengzhou City are slow progress of land supply,delayed procedures,insufficient funds,low building quality,unsynchronized supporting facilities,and long construction cycle.The main reason for these problems is that the policies and regulations are not perfect,the supervision mechanism is not perfect,the financing channels are limited,the interest relationship is complex,the planning and design is not sufficiently forward looking,The delegation of power is not complete and etc.The countermeasures and suggestions are as follows: improving the management laws and regulations of resettlement housing construction and related policies,innovate supervision mechanism,smooth financing channels,improve the holistic governance mechanism,plan ahead and provide supporting facilities first,exploration of the monetization of multiple resettlement models.
