Research On The Problem Of Rural Dilapidated Houses Renovation By Grassroots Government

Ancient Chinese culture has the theory of living and working in peace and contentment.As a provider of public services,the government also has an inescapable responsibility in poverty alleviation and relief,and plays an important role in housing security,especially for the poor groups.Restricted by people's concepts and economic development level,the system construction and implementation of security measures in rural areas are lagging behind,seriously affecting the improvement of living conditions of poor people in rural areas,and the transformation of dangerous houses in rural areas emerges as the times require.The renovation of dangerous houses in rural areas is an important work to help the rural poor realize their dream of living in peace.It is also an important work to help them overcome poverty and tackle difficulties.All over the country are trying to improve the living conditions in rural areas,and in policy formulation and selection,they are inclined to poor groups with limited abilities.In view of the current model of rural dangerous housing reform in China,government intervention still plays a leading role that can not be ignored.Therefore,the effect of government intervention directly determines the final effect of the transformation of dangerous houses in rural areas.Shan dong Province began to carry out the pilot project of rural dangeroushousing reform in 2012,and K Town of W County also started to carry out this work in 2012.After six years of development,some achievements have been made,which has made more than 300 poor families live in safe and comfortable new houses,making them feel the warmth of the government,but also exposed the inadequacies of government intervention.Based on this,this paper takes K Town in W County as an example,takes the theory of state intervention as the starting point,combines with the theory of housing filtration,analyses the current situation of government intervention in the transformation of rural dangerous houses,makes the existing problems and analysis the reason,puts forward the measures to improve them,with a view to providing reference for the future development of the transformation of rural dangerous houses.Firstly,according to the existing literature,the author defines the relevant concepts of rural dilapidated housing renovation and grass-roots government,collates the policy documents of the central government in rural dilapidated housing renovation,and draws out the theory of housing filtration and state intervention tostrengthen the theoretical basis of the research.Secondly,the paper mainly discusses the present situation of the reconstruction of rural dangerous houses in K town of W county of R city,and finds out the problems existing in the renovation of rural dangerous houses of grassroots government,and clarifies the adverse effects caused by it.Thirdly,the paper analyzes the reasons for the problems in the reconstruction of rural dilapidated housing in grassroots government,and clarifies the preferences of various government policies sexual selection,single source of funds for rural dilapidated housing renovation,lack of targeted government intervention measures and the impact of weak government intervention on rural dilapidated housing renovation.Finally,the paper puts forward some feasible and optimal suggestions for the cause of the problems in the reconstruction of dangerous houses.It is found that in the transformation of rural dangerous houses in K Town,W County,R City,the government has not standardized the selection conditions for the transformation households,insufficient management of the transformation projects,unreasonable distribution and use of subsidized funds,the transformation process and quality deviate from the established objectives,resulting in serious waste of funds and resources in the transformation of rural dangerous houses,and greatly exacerbating social contradictions.The development of harmonious society in China.The causes of these problems focus on five aspects,they are the government makes the choice based on its own preference,there is the contradiction between the large stock of dangerous houses and the small number of allocated places,the single source of funds for rural dangerous houses renovation,the lack of government intervention measures,and the problem of government intervention in the renovation of dangerous houses.In this regard,the government should first enhance the scientific nature of relevant policy choices so that the policy can fully play its due role.Secondly,The government should optimize the performance of its duties and improve relevant mechanisms and forms of assistance.Thirdly,we should expand the sources of funding and improve the procedures for issuing funds.Finally,the government should formulate targeted intervention programs for different types and ensure the implementation of government intervention in all aspects,romote the stable development of rural dangerous housing reconstruction.
