Research On The Construction Of "Three Governance" In Rural Areas Of Ethnic Minority Areas

More than 40 years of reform and opening up have brought tremendous changes to rural society.The country’s rural land policy “also benefits the people” and the entire socio-economic ethics has gradually shifted to a “marketist” model,making the rural economic structure and social structure also change.There have been changes,especially with the gradual victory of our country’s poverty alleviation work in recent years,and the subsequent comprehensive development of rural revitalization,these have put forward new requirements for rural governance.The report of the 19 th National Congress of the Communist Party of China pointed out that the direction of rural governance in the new era is to establish and improve a rural governance system that combines autonomy,rule of law,and rule of morality.Based on this,this article takes S town in Aba Prefecture of the ethnic autonomous prefecture as the research object,and explores and studies the rural governance construction in S town.Guided by collaborative governance theory and good governance theory,combined with literature research method,observation method,questionnaire survey method and interview method,this paper analyzes the status quo of the construction of the “ three governances ” in the village of S Town in Aba Prefecture,as well as its existing problems and causes,and based The problem proposes countermeasures.The research results of this paper show that since the 19 th National Congress of the Communist Party of China,the level of rural governance in S Town,Aba Prefecture has been greatly improved with continuous efforts,and great progress and results have been made in rural autonomy,rule of law,and the construction of rule of virtue.However,due to the incomplete laws and regulations related to rural governance,the backward economy in ethnic areas,the lack of the concept of rule of law in ethnic areas,and the lagging of rural cultural construction in ethnic areas,the construction of "three governances" in the rural governance of S Town in Aba Prefecture still exists.There are various problems,such as the weak cornerstone of rural autonomy,the insufficient guarantee of the rule of law in the village,the lack of the construction of the rule of morality in the village,and the insufficient synergy effect of the three governance in the village.For this reason,in the construction of the “ three governances ” of rural governance in ethnic areas,it is necessary to further consolidate the foundation of rural autonomy,strengthen the construction of rural rule of law in ethnic areas,reconstruct the rural moral system in ethnic areas,and promote the coordinated governance of the three governances in ethnic areas,so as The “three governances” of regional and rural areas have been effectively implemented in rural governance,so that rural autonomy,rule of law,and rule of morality can play the largest role in the combination and effective cooperation,so as to promote the development of rural governance in ethnic areas,and finally realize ethnicity.Good governance in local villages.
