A Study On The Current Situation,Problems And Countermeasures Of Rural Governance In The Yi District Of Liangshan

The 19 th National Congress of the CPC put forward the strategy of rural revitalization,which requires strengthening the basic work at the grass-roots level in rural areas,improving the rural governance system combining autonomy,rule of law and rule of virtue,focusing on“Three Rural Issues”,and realizing a modern rural governance system with “Flourishing industry,livable ecology,civilized rural practice,effective governance and affluent life” as the general requirement.From then on,the rural governance of our country has entered the stage of revitalization and governance.Perfecting the "Three Governance" rural governance system that combines autonomy,rule of law and rule of virtue is not only an inevitable choice for the transformation and development of rural society in the new era,but also an essential requirement for realizing the strategy of rural revitalization,and an important cornerstone for promoting the modernization of national governance system and governance capacity.Liangshan Yi Autonomous Prefecture,as a typical ethnic minority region,is not only a deeply impoverished area at the stage of poverty alleviation,but also a key object of the implementation of the strategy of rural revitalization.Based on the above background,this paper studies the construction of the rural governance system in Liangshan from the angle of integration of autonomy,rule of law and rule of virtue.Based on the theory of consultative democracy,synergetic governance,new public service and good governance,this paper analyzes the reality of rural governance in Liangshan from three aspects.At the same time,this paper analyzes the current situation of rural governance construction in Liangshan,and summarizes the problems and difficulties of rural governance construction in Liangshan.According to the above problems and difficulties which Liangshan are dealing with during its rural governance construction,this paper selects 4 homeland rural governance example for comparison,and extracts the experience enlightenment that is helpful to improve the rural governance in Liangshan.Based on the above analysis,this paper actively explores feasible ways to construct a modernized rural governance system of Liangshan in the future.
