Analysis On The Institutionalizationof Rural Public Affairs Governance In Ethnic Areas Under The Background Of Rural Revitalization

Rural public affairs governance is the focus of rural governance in China.Institutionalization is an important aspect in the development of rural public affairs governance in ethnic minority areas.Under the background of rural revitalization,Hezhai Village in Yizhou,Guangxi,as the "first village of China's autonomy",has a history of 30 years.Since1980,it has experienced four stages of development,namely,the period of spontaneous exploration,the period of standardized management,the period of vigorous promotion and the period of mature development.It has achieved certain results and developed to a certain extent.However,there are still many problems in system formulation,system implementation,system effectiveness and system development,which are manifested in the absence of system,system errors,system vacancy and system lag.Through a comprehensive analysis of the institutional environment,the main body of the system,the implementation of the system and the innovation of the system,this paper concludes that the causes of the dilemma are the environmental limitation of the institutional construction,the great contribution of the main body of the institutional construction,the passive action of the institutional implementation and the closed concept of institutional innovation.In order to promote the institutionalized development of the governance of rural public affairs in ethnic areas of China and realize the strategic goal of rural revitalization,this paper puts forward some suggestions.Finally,the article draws a conclusion that the optimum path for the institutionalization of rural public affairs governance in ethnic minority areas is: to improve the democratic system construction,to guarantee the institutionalization of rural autonomy;to improve the legal system construction,to guaranteethe institutionalization of rural rule of law;to improve the moral system construction,to guarantee the institutionalization of rural rule of virtue,to promote the combination of autonomy,rule of law and rule of virtue,and to jointly promote the institutionalization of Public Affairs Governance To realize rural revitalization.
