Behavior Study Of Local Government On Private Higher Education In The Post

Since China implemented the reform and opening-up policy in 1978,private higher education has entered a rapid growth period and been an important part of the non-public economy.It comes the elite stage of higher education,which gradually changes into the popular and post-popular stage.Since 2003,China has issued or revised laws and regulations like private higher education promotion law,its implementation rules and so on,giving the private higher education legal and institutional safeguards.However,compared with private higher education subjects and public subjects,it is always in a weak position,especially in some economically developed cities.Taking Xiamen as an example,this study analyzes policy deviation problems in the land supply,funds support,talent introduction,and unfavourable situations of private higher education development,through the government regulation theory in the process of using the public power for private higher education resource allocation and the free game of main market.On the basis of the problem analysis,it analyzes the reasons why private higher education is always in a weak position through game theory.The study believes that the main reasons for these problems are the deviation of local governments in implementing the central policy and the insufficiency of supporting private higher education.On the basis of analyzing the development status and existing problems of private higher education in this region,this paper probes into the local government behavior of private higher education in the post-popular stage,and puts forward suggestions for optimizing the local government behavior.Strengthening the government linkage and making the development plan of private higher education;Strengthening the establishment of security system and private higher education development plan;Establishing and improving the organization,improving the service level of private colleges and universities;Optimizing the resource allocation level and promoting the coordinated development of education subjects.After the research,this paper proposes the dimensional analysis scenario and four strategies for the optimization with references to the aspects mentioned above.
