| Household registration management is an important part of public administration,which has a far-reaching influence on the development of the country and social economy.China has always attached great importance to the reform of household registration system in the process of promoting the reform of social system and social and economic development.The reform of the household registration management system can improve the quality of household registration management,obtain more complete and accurate population information,and provide important support for social and economic development.In the process of urbanization,the household registration system plays a very important role in promoting urban development.Since the reform and opening up,tremendous changes have taken place in China’s social and economic landscape,during which the household registration system in China has been constantly adjusted.Different local governments have explored many new ways of household registration management.As a coastal open city established earlier in China,Dalian has always attached great importance to the reform of household registration management.Under the guidance of the national government and Liaoning Provincial government,Dalian has made many attempts to reform household registration management,adopted many innovative measures,and accumulated a lot of experience in exploring and building a new household registration management model.However,with the social and economic development of Dalian city,the household registration management measures adopted by the city have exerted a lot of restrictions on the local economic development,and also caused a lot of social problems.Problems in household registration management have caused a lot of negative impacts on the urban construction and economic development of Dalian City.Firstly,through literature investigation and analysis,this paper summarizes the current research status of household registration management at home and abroad,and introduces the development history of household registration management in China.Then in dalian economic and technological development zone(hereinafter referred to as the dalian development zone)as the research object,in the region of the household registration management in-depth analysis and research,introduced the basic situation of dalian development zone of census register management,summarizes the current achievements of dalian development zone in the process of the household register management and using a variety of research methods,found in the development zone of census register management includes household registration information out of date and lack of low efficiency,the household registration management,the traditional working mode can’t meet the needs of urban development and residence permit electronic information function is insufficient and so on.The main causes of these problems are analyzed in depth: lack of resource sharing among various functional departments,low participation of citizens in the supervision process,unreasonable household registration policies and regulations,and small financial support.Combination of advanced domestic and foreign cities household register management reform and practice experience,and explore the solutions to solve the problem of dalian development zone of census register management,namely on the household registration management objectives and principles,on the basis of improving the household registration management policies and regulations,make full use of advanced technology,continue to perfect the system of household registration management work.Finally,the corresponding safeguard measures are put forward in three aspects: system,technology and operation. |
