Existing Problems And Countermeasures Of Household Registration Management In Dalian City

Household register management is an important means of state management society.With the construction of socialist market economy in our country,some shortcomings of our country local household registration management has been exposed.Recently,the state council issued a lot of related policy documents of household registration management.household registration reform is going into the deep water area.Dalian city,the first city using blue print of the registered permanent residence,has been actively exploring the household registration management system and methods.Now period,on the household register management has been implemented in Dalian unified urban and rural household registration system and residence permit system,further reducing the household register access conditions,and implements the household register information network.However,the current household registration management in Dalian still has many problems,such as Separation of household,the population information distortion,unreasonable of census register proof work,population loss problem,and so on.Therefore,in-depth analysis of Dalian city household registration management and puts forward some countermeasures to solve existing problems and the reasons,give full play to the government of collaborative governance capability,not only improve the quality of the household registration management,fully implement the household registration management basic demographic features,for the Dalian city urbanization,economic development,people’s rights and interests safeguard can play a very positive role.Based on investigations and literature related to the management of a large number of household registration,this paper study on problems existing in the household registration management of Dalian city.There are five parts in this paper.The first part introduces the household registration management research background and significance,research status.The second part gives related concepts of this study of theory and expound the theoretical basis of this thesis.The third part introduces the history of Dalian city household registration management,and on to Dalian city household registration management policy and population flow,economic development data were collected based,analyzes the existing problems of Dalian city household registration management and reasons of the problem.The fourth Part makes a comparison of developed countries and other domestic urban household registration management,which can been summarized experience and obtained the enlightenment.The fifth part proposes solutions to enhance Dalian’s household register management,summerises basic principals which have been followed through the enhancement of Dalian’s household register management.Meanwhile,besides improvement of basic principals,it improves cooperative goverance and achieves social harmony from the perspective of technologies and operative mechanism of household register management.
